101178731/iKNOWLEDGE-14/06/2024-13:19:10 1/5
Associated with document Ref. Ares(2024)4317394 - 14/06/2024
“Transfer of triple iKNOWLEDGE between generations in chemistry and biotechnology” (iKNOWLEDGE) creates a hub for 13 future science
leaders to take part in international, intersectoral and interdisciplinary PhD training in the fields of chemistry and biotechnology at Tallinn University
of Technology (TalTech), Estonia.
The aims of iKNOWLEDGE are to:
1) Provide world class training to future science leaders (doctoral candidates, DC) in chemistry and biotechnology in an environment that puts extra
effort to obtaining triple iKNOWLEDGE and experience: i) interdisciplinary research projects, each with a team of supervisors of different expertise
and backgrounds, ii) international research environment both at the host institute and during secondments to the partner institutions, and iii)
intersectoral collaboration with private sector companies, public sector institutions, and a possibility to get trained and become entrepreneur by
themselves.
2) Further enhance the quality of DC training at host institute: i) increase synergy and communication between different disciplines by providing
framework for joint training activities, ii) next generation supervisors (R2, R3) get to train motivated DCs that are on fully paid positions, without the
need to secure additional remuneration iii) mentorship is given both to next generation supervisors and DCs by leading international researchers (R4),
iv) strengthen global research environment at the host institute by training future global research leaders (today DCs) and collaborating with world
class international partner institutions.
iKNOWLEDGE provides the platform and guidance for future science leaders to start addressing societal challenges we face today.
Evaluation Summary Report
Evaluation Result
Total score: 80.00 % (Threshold: 70 /100.00)
Criterion 1 - Excellence
Score: 3.60 (Threshold: 0 / 5.00 , Weight: 50.00% )
• Quality and novelty of the selection / recruitment process for the researchers (transparency, composition and organisation of selection committees,
evaluation criteria, equal opportunities, the gender dimension and other diversity aspects) and quality and attractiveness of the appointment
conditions, including competitiveness of the salary for the standards of the hosting countries.
• Quality and novelty of the research options offered by the programme in terms of science, interdisciplinarity, inter-sectorality and level of
transnational mobility. Quality and appropriateness of open science practices.
• Quality, novelty and pertinence of the research training programme (including transferable skills, inter/multidisciplinary, inter-sectoral and
gender as well as other diversity aspects).
• Quality, novelty and pertinence of the supervision, career guidance and career development arrangements.
STRENGTHS:
- The call dissemination plan is comprehensive and effective, suitably using the relevant communication channels. The information provided to candidates is
appropriate, detailed and complete.
- The selection process, including eligibility and evaluation criteria, is transparent and of high quality, in compliance with the Charter and Code. The two-stage
selection procedure is carefully set up, including actions for ex aequo applications. The organisation of the committees involved in selection is comprehensively and
convincingly described. In particular, independence and lack of potential conflict of interest of the experts involved in the selection process are ensured.
- Equal opportunities in terms of gender and other diversity aspects are well addressed, in particular, through offering support to people with special needs or to
international candidates requiring help with accommodation and assistance for their families.
- Salary is competitive for the standards of the hosting country, including also full state health insurance. Furthermore, the programme allocates funding for
secondments, research costs and open access, making appointment conditions attractive.
- The programme provides good research options in terms of science, and the interdisciplinary character of the proposed projects is convincing. Furthermore,
transnational mobility is very well addressed with specific mechanisms, such as secondments, international conferences and international networking opportunities.
- The research training programme is pertinent and diverse, including high-quality theoretical and practical training, a large selection of transferable skills courses
and a good representation of interdisciplinary, intersectoral and diversity aspects.
- The commitment to open science practices is well demonstrated, in particular, using the principles of EU Open Science policy and providing training in open
science practices to researchers. The management of data and other outputs from research is addressed appropriately and in line with FAIR principles, keeping
balance between IPR and disclosure.
- The supervision model is appropriate for the programme in that every project has at least one established or leading scientist acting as a supervisor, and a co-
supervisor at a partner institution.
- The career development is appropriately supported by dedicated courses in the training programme and through networking opportunities.
WEAKNESSES:
- The freedom of choice of a research topic is limited by the number of topics being equal to the number of advertised positions coupled with excessive specificity
of the proposed topics.
- Intersectoral research options are insufficiently addressed.
- The qualifications of supervisors are not sufficiently elaborated to ensure the quality and expertise of supervision.
- The supervision plan lacks adequate details regarding career guidance arrangements.
Criterion 2 - Impact
101178731/iKNOWLEDGE-14/06/2024-13:19:10 2/5
Associated with document Ref. Ares(2024)4317394 - 14/06/2024
Score: 5.00 (Threshold: 0 / 5.00 , Weight: 30.00% )
• Strengthening human resources good practices at institutional, regional, national or international level, in particular through aligning the
practices of participating organisations with the principles set out by the EU for human resources development in research and innovation.
• Credibility of the proposed measures to enhance the career perspectives and employability of researchers and contribution to their skills
development.
• Suitability and quality of the measures to maximise expected outcomes and impacts, as set out in the dissemination and exploitation plan,
including communication activities.
STRENGTHS:
- The impact of the programme on strengthening human resources good practices at the institutional level is addressed very well, for instance, enhancing
collaboration between research groups and industrial partners.
- The programme will adhere to HRS4R, Principles of Innovative Doctoral Training and Salzburg II Recommendations, which supports the alignment to EU
principles of HR development in research and innovation.
- The impact of the programme in enhancing the career perspectives and employability of researchers is credible and highly justified. Reseachers will acquire the
necessary knowledge and skills relevant for future career opportunities both nationally and internationally, in academic and non-academic positions.
- Communication measures are highly credible and very effective, as target groups, tools and channels are clearly defined. They are reinforced by specific training
actions and being included in the individual CDP.
- The dissemination plan is excellent and includes KPIs with targets and timelines, activities including publishing in high-level international open access journals,
data sharing in public repositories and presenting in international and local conferences, for which support is available at the host institution.
- The exploitation plan is realistic and highly convincing, in particular, through dedicated meetings with technology transfer experts and patent attorneys to establish
specific exploitation plans. The quality of IPR activities is very high, evidenced, for instance, by following MSCA guidelines and relevant EU and national
protocols.
WEAKNESSES:
No major weaknesses identified.
Criterion 3 - Implementation
Score: 3.50 (Threshold: 0 / 5.00 , Weight: 20.00% )
• Quality and effectiveness of the work plan, management structures, assessment of risks and appropriateness of the effort assigned to work
packages.
• Quality and capacity of the host institution(s) and participating organisations (where appropriate), including hosting arrangements and extent to
which they bring together the necessary expertise to successfully implement the research training programme.
STRENGTHS:
- The work plan is convincing. The structure, responsibility and effort assigned to work packages are appropriate and allow for effective implementation of the
programme. The timelines are suitable and realistic. The tasks and deliverables are well outlined. The proposal is supported by a coherent Gantt chart.
- The organisational and management structures are generally appropriate for the complexity of the programme.
- The proposal credibly demonstrates that sufficient and relevant infrastructure, materials and equipment, as well as expertise, are available at the host institution
or at associated partners, who are well defined and committed to the programme.
- The hosting arrangements are very good, including, for instance, support to find accommodation and schools or kindergartens. The quality of support provided is
ensured by centralising it in the host's Research Administration Office, which has extensive experience in project management.
WEAKNESSES:
- The functions of the steering committee are inadequately explained, leaving uncertainty about its distinct roles compared to the coordination and advisory boards.
- The list of milestones is not comprehensive enough, in particular, in relation to the career development plan and the communication, dissemination and
exploitation plans.
- The risk register is not sufficiently comprehensive. For example, the risk of gender imbalance among recruited researchers is not sufficiently addressed and the
contingency measures for a high-impact risk of insufficient number of applicants are unclear.
