Dear President,
Given the significant progress in the rollout of COVID-19 vaccines and the fact that numerous Supreme Courts are prepared to welcome Colleagues if the circumstances permit, the Secretariat launches a call for applications for the Exchange Programme of 2021.
To date the Supreme Courts of following countries have indicated their interest in hosting the participants of the Programme: Austria, Cyprus, the Czech Republic, Estonia, Finland, France, Germany, Hungary, Ireland, Italy, Lithuania, the Netherlands, and Sweden.
The exchanges managed by the Network are of a maximum duration of two weeks (10 working days) and a minimum duration of one week (5 working days). Exchanges longer than one week are conducted in the official language of the host Supreme Court. One-week exchanges can also be organised in a language other than that of the host Supreme Court (limited funds to allow the use of an interpreter are available). The Programme is open to a maximum of seventeen Judges from all Supreme Courts.
We would highly appreciate that you kindly already inform the Secretariat of the Network (

[email protected]> ) of the names and e-mail address of the judges of your Court who would be interested and their wishes for these exchanges (Supreme Court of destination), knowledge of languages and areas of interest.
Applicants are kindly invited to submit to the Secretariat of the Network (
[email protected] <mailto:
[email protected]> ) a curriculum vitae and a letter of application indicating their preferences, language knowledge and areas of interest by June 24, 2021.
Some Supreme Courts have indicated their wish to give priority to exchanges that were planned for year 2020 but had to be cancelled due to the pandemic. The Secretariat takes such preferences of Supreme Courts into account where possible.

Compte tenu des progrès notables dans le déploiement des vaccins COVID-19 et du fait que de nombreuses Cours suprêmes sont prêtes à accueillir des Collègues si les circonstances le permettent, le Secrétariat lance un appel à candidatures pour le programme d'échange de 2021.
A ce jour, les Cours suprêmes des pays suivants ont fait part de leur intérêt à accueillir les participants au programme : Allemagne, Autriche, Chypre, Estonie, Finlande, France, Hongrie, Irlande, Italie, Lituanie, Pays-Bas, République tchèque et Suède.
Les échanges organisés par le Réseau sont d'une durée maximale de deux semaines (10 jours ouvrables) et d'une durée minimale d'une semaine (5 jours ouvrables). Les échanges de plus d'une semaine se déroulent dans la langue officielle de la Cour suprême d'accueil ; les échanges d'une semaine peuvent également être organisés dans une langue autre que celle de la Cour suprême d'accueil (des fonds quoique limités permettent le recours à un interprète). Les échanges sont cette année ouverts à dix-sept juges pour l'ensemble des Cours suprêmes.
Afin de préparer d'ores et déjà ce programme, nous vous serions très obligés de bien vouloir faire connaître au Secrétariat du Réseau (

[email protected]> ) les noms et adresses électroniques des juges de votre Cour qui seraient intéressés ainsi que leurs souhaits pour ces échanges (Cour suprême d’accueil), leurs connaissances linguistiques et leurs domaines d’intérêt.

[email protected]> ) un curriculum vitae et une lettre de motivation indiquant leurs préférences, connaissances linguistiques et domaines d’intérêt avant le 24 juin 2021.
Certaines Cours suprêmes ont indiqué leur souhait de donner la priorité aux échanges qui étaient prévus pour l'année 2020 mais qui ont dû être annulés en raison de la pandémie. Le Secrétariat tient compte de ces préférences des Cours suprêmes dans la mesure du possible.

Dear President,
The Covid-19 pandemic continuing to affect all European Union countries, the Secretariat does not plan to organise the exchange programme for judges in the immediate future.
The exchanges usually managed by the Network are of a maximum duration of two weeks (10 working days) and a minimum duration of one week (5 working days). Exchanges longer than one week are conducted in the official language of the host Supreme Court. One-week exchanges can also be organised in a language other than that of the host Supreme Court (limited funds to allow the use of an interpreter are available).
The Secretariat, which is closely monitoring the situation, hopes, with the expected generalization of the vaccination against the epidemic, to launch a call for candidates at the beginning of the second half of the year, provided that the spread of the virus is contained, and that Supreme Courts accept to receive candidates.
In the meantime, the Secretariat encourages the organisation of online exchanges: short (2-3 half days) online meetings could be attended by a small number of judges from different Supreme Courts. One such event was successfully organised by the Court of Cassation of France in 2020.
To facilitate the organisation of exchanges in 2021, we would highly appreciate if you could indicate to the Secretariat (

[email protected]> ) whether your Court:
1) is interested in organising on-site exchanges in autumn/winter 2021, if the circumstances permit;
2) is willing to organise online exchanges.

La pandémie de Covid-19 continuant à toucher tous les pays de l'Union européenne, le Secrétariat ne prévoit pas d'organiser dans un avenir immédiat le programme d'échange de juges comme les années précédentes.
Les échanges normalement organisés par le Réseau sont d'une durée maximale de deux semaines (10 jours ouvrables) et d'une durée minimale d'une semaine (5 jours ouvrables). Les échanges de plus d'une semaine se déroulent dans la langue officielle de la Cour suprême d'accueil ; les échanges d'une semaine peuvent également être organisés dans une langue autre que celle de la Cour suprême d'accueil (des fonds quoique limités permettent le recours à un interprète).
Le Secrétariat qui suit de près la situation, pourrait envisager, avec la généralisation attendue de la vaccination contre l'épidémie, de lancer un appel à candidatures au début du second semestre de l'année à condition que la propagation du virus soit contenue et que les Cours suprêmes acceptent d’accueillir des candidats.
En attendant, le Secrétariat encourage l'organisation d'échanges en ligne : de courtes réunions en ligne (2-3 demi-journées) pourraient être suivies par un petit nombre de juges de différentes Cours suprêmes. Ceci a été organisé avec succès par la Cour de cassation de France en 2020.
Afin de faciliter l'organisation d'échanges en 2021, nous vous serions reconnaissants de bien vouloir indiquer au Secrétariat (

(1) est intéressée par l'organisation d'échanges sur place en automne/hiver 2021, si les circonstances le permettent ;
