If You are interested to contest the actions of the contracting authority You have to send a request for review – signed document in Estonian language (not e-mail). And the person how signed must be the representive of the company (not Regional Sales Manager). Or you have to send a letter of atternery.
Appeal procedure, documents included, is held in Estonian.
The rules (and time limits) for filing a request for review in public procurement are in the Public Procurement Act (§ 185, § 189, § 190) (https://www.riigiteataja.ee/en/eli/ee/525082022001/consolide/current).
If You got notice about contracting authories decision, what you want to contest, on 30.05.2025, you have 10 days to send request of review (until 09.06.2025).

thank you for your quick response. Unfortunately, I am not 100% in the loop, as i only stand in for my colleague during his vacation.
I thought we already send a “request for review”. If not, can you tell me, how to send on? Is an E-Mail enough, does it need to be a .pdf or something else?
Also, do I understand correctly, that the deadline is until 08.06.2025 or do only working days count for the time limit?
