Compliance with maritime security measures for
ships going on international voyages seasonally
To shipowners
We will provide for you instructions for ships which shall, while going on international voyages
seasonally, comply with requirements of the International Ship and Port Facility Security Code,
of the International Convention for Safety of Life at Sea with amendments, and of Regulation
(EC) 31.03.2004 No 725/2004 of the European Parliament and of the Council.
The shipowner shall, in 24 hours, notify the Ship Supervision department of the Estonian
Maritime Administration, if a ship, falling into the abovementioned category, stops going on
international voyages (continues voyages in domestic trade, is put out of service, etc.)
The notification is not necessary if the ship continues voyages in domestic trade and continues
fully to comply with the requirements of maritime security.

If the ship discontinues to comply with the international requirements of maritime security in
accordance with the approved ship security plan:
• up to 3 months – additional verification of maritime security, before continuing
international voyages, is not required. The shipowner shall notify the Estonian Maritime
Administration of the continuation of international voyages.
• from 3 to 12 months – an additional or periodical (if the interval of intermediate or
renewal verification is reached) verification of maritime security shall be carried out on
board the ship before continuing international voyages. The shipowner shall submit an
application for verification.
• 12 months or more – an initial or renewal verification of maritime security shall be
carried out on board the ship. The shipowner shall submit an application for verification.
Verification will be carried out in accordance with the requirements of Regulation No. 40 of the
Minister of Economic Affairs and Communications of 25.04.2006, amended with Regulation No.
44 of 06.06.2007. ”The procedure for conducting ship security verification and the form of ship
security certificate“.
