Dear Hydrographer,
1. The adoption by the IHO Member States of Edition 6.0.0 of the IHO Standard S-58 - ENC
Validation Checks was proposed in Reference A and announced in Reference B. Reference B also
announced the approval by Member States of the implementation date for Edition 6.0.0 of S-58 to be
set to 12 months after the adoption of Edition 6.0.0, and declared the implementation date to be 01 June
2018. After the implementation date, Edition 5.0.0 of S-58 would be retired and S-58 Edition 6.0.0
would be effective. S-58 Edition 6.0.0 will require that ENC data must not contain any critical error,
so as to provide a minimum standard to which all ENCs must comply.
2. Following the implementation and testing of S-58 Edition 6.0.0 by validation software
implementers, data producers and Regional ENC Coordination Centres (RENCs), it has been reported
that a few erroneous checks have been identified that result in critical errors being reported for valid
ENC data. Having investigated these issues, the ENC Standards Maintenance Working Group
(ENCWG) has concluded that a Revision to S-58 Edition 6.0.0 is required.
3. The consequence of correcting these checks is a delay in the implementation date. The
implementation date for Edition 6.0.0 of S-58 of 01 June 2018 is therefore cancelled. It is important
to note that this will have no adverse impact on the current performance of ENCs in ECDIS and there
is no impact on any associated ENC and ECDIS standards.
4. A draft Revision 6.1.0 of S-58 is being prepared by the ENCWG and will be submitted for the
approval of the Member States together with the appropriate proposed implementation date, after its
endorsement by the Hydrographic Services and Standards Committee (HSSC), in accordance with
Reference C.
5. The following Critical checks have been amended as part of revision 6.1.0 of S-58 :- 9c; 54a;
54b, 1015, 1022, 1681, 1683, 1775 and 1795 (split into two checks 1795a and 1795b)
6. The ENCWG has taken the opportunity to include, in this revision, amendments to the following
non-critical checks: 50, 61b, 541b, 1507, 1508 1512b and 1805.
