Harbour Protection Under Hybrid Threat Conditions

Dear Sir/Madam,
The European Defence Agency (EDA) and the European Centre of Excellence for
Countering Hybrid Threats (Hybrid C0E) are organizing a joint workshop on “Harbour
protection under hybrid threat conditions”. The workshop will take place on 30 May 2018
at the EDA premises in Brussels (Rue des Drapiers, 17-23, B-1050 Ixelles, Belgium),
starting with the reception to be held in the evening of 29 May.
The workshop will focus on the broad multifaceted nature of the harbour protection and
the implications on capability development in support of force protection and mobility.
The event takes place also in the context of the implementation of the EU-NATO Joint
Declaration, aiming to promote a coherence between the EU and NATO in bolstering
resilience.
We are pleased to confirm that the workshop will host high-level professionals and
speakers coming from the policy domain, military leadership and industry. Together with
our distinguished participants, we look forward to a full and wide-ranging discussion that
we envisage will raise awareness of harbour protection and its increasing importance
against the background of possible hybrid threats. The draft programme of the workshop
is enclosed and the final programme will be circulated in due time before the workshop.

Subject: Harbour security workshop in Brussels
Dear Kristel,
I was just wondering if you had seen the attached event, and whether any officials from Estonia
will be participating? The UK is sending someone from our Ministry of Transport, and it would
be good to know if they should look out for an Estonian counterpart given our ongoing
collaboration on resilience issues.
If no one from the Estonian government is going because of funding limitations please let me
know. This is something the UK may be able to help with given the importance of Estonia’s
harbours to our collective security.
