Reference: IHO CL 58/2017 dated 2 November - GEBCO Guiding Committee (GGC) – Membership-
Request for Nomination of Experts to Fill Vacancies
Dear Hydrographer,
1. With reference to the above, the IHO Secretariat informed Member States that one position had
become vacant on the IHO-IOC GEBCO Guiding Committee (GGC) following the retirement of Captain
Norhizam Hassan (Malaysia). In response to the above reference, the IHO Secretariat has received three
nominations to fill the vacant IHO position on the GEBCO Guiding Committee (GGC). The three
nominations were:
Captain Tribhuvan Singh (India)
Captain Sunday Daniel Atakpa (Nigeria)
Mr David Millar (USA)
2. The IHO Secretariat is pleased to see a significant interest in the GEBCO Guiding Committee and
expresses its gratitude to the Member States who all nominated suitably-qualified candidates.
3. Following previous practice, the candidates’ curricula vitae were reviewed thoroughly by the IHO
Secretariat and the Chair of the GEBCO Guiding Committee, Mr Shin Tani. Taking into account the criteria
for selection and relevant expertise, past and current contribution to the ocean mapping activities, current
roles and responsibilities in their national institutions and potential impact to the GEBCO project and
Seabed 2030 Project), geographical distribution of the current GGC members (as far as possible) and
possible support of the candidates for attending the future GGC meetings by nominating States; the IHO
Secretariat, with the agreement of the Chair of the GEBCO Guiding Committee, sought the consent of those
Member States who provided candidates, for the selection of Mr David Millar to fill the vacant IHO position
on the GGC for the period 2018-2023.
4. The IHO Secretariat is pleased to report that those Member States have accepted the selection of Mr
David Millar and the IHO would like to thank them for their support.
5. Unless an objection is raised by a Member State, the selection of Mr David Millar will be effective
from 20 May 2018. The new updated membership list of GEBCO Guiding Committee, which is anticipated
to be effective from 20 May 2018, is provided at Annex.
