Subject: Italian Coast Guard’s candidacy for election in IALA Council.
Dear IALA National Member,
the Italian Coast Guard - National Member of Italy - presents its compliments and has the honour
to inform you that Italy is seeking confirmation of election to the Council of the International Asso-
ciation of Marine Aids to Navigation and Lighthouse Authorities (IALA).
The Italian Coast Guard has been a member of IALA, on behalf of the Ministry of Infrastructures
and Transport, for more than two decades now, and has actively and constructively contributed to
the technical work of the Association, both in the Committees and in the Working Groups, ever since.
The activity carried out by the Italian Coast Guard representative within the Council in the latest four
years has proved our active commitment in effectively supporting IALA to reach its objectives aimed
at spreading of maritime culture and knowledge among States and administrations.
Over the years, many such bodies have seen representatives of the Italian Coast Guard promoting
the fulfilment of IALA aims through active participation in the process of developing new or up-to-
date documents, then issued by the Association.
Vessel traffic management and monitoring, including visual and radio aids to navigation, vessel traf-
fic services and pilotage, are of vital importance to Italy as “marine aids to navigation”, i.e. as tools
for enhancement of safety of navigation.
The maritime role of Italy, historically characterised by its central position in the Mediterranean
basin, has been relevant for centuries in the economic, social and cultural life of the region, fostering
- especially in recent years - a consistent development in the culture of safety of navigation, of
human life at sea and of protection of the environment throughout the Mediterranean region.
This role has been emphasised over the most recent years, when Italy has been called to deal with
the huge flow of migrants from Africa.
With this respect, the Italian Coast Guard set up an advanced training centre in 2011, fully meeting
the most up-to-date standards in VTS and vessel monitoring matters as well as in quality control
management, which has seen participation both of national and foreign trainees.
The prominent role played by Italy in fostering safety of navigation has also been accomplished
through numerous international cooperation projects with several Countries, aiming at promoting
international cooperation to seek the best possible shared solutions to enhance management and
response capability of the Parties involved.
Our participation in the relevant international organisations as a country whose interests entirely
correspond with IALA aims for the benefit of the maritime community will continue with an even
stronger engagement in the coming years, partly as a result of the IMO strategy regarding e-navi-
gation and the related VTM concept developed within IALA.

Also, the Italian Coast Guard is actively committed in supporting IALA throughout the transition
process from NGO to IGO status.
This may be considered as a good reason for Italy to continue contributing even more effectively to
the IALA’s important work by election to IALA Council, for which your valuable support would be
strongly appreciated.
