to which the Constitutional Court of the Republic of Moldova should not take over
the CECC chairmanship in the period 2021-20241
c) Proposal of the Constitutional Courts of Lithuania and Georgia to remove the
Constitutional Court of the Russian Federation from full CECC membership2
d) Proposal of the Constitutional Court of Lithuania to remove the Constitutional
Court of Belarus from associate membership in CECC3

The proposal was submitted in writing - a letter dated 30 March 2020, delivered to the court chairing the
CECC (the Constitutional Court of the Czech Republic hereafter referred to as "CC of the Czech Republic")
on I April 2020. The proposal was distributed to the Circle of Presidents by means of a letter of the President
of the CC of the Czech Republic on 28 April 2020.

Dear Mr. President,
I am addressing you regarding the XVIil Congress of the Conference of European Constitutional
Courts (CECC). As you are surely well aware, we currently find ourselves in an extraordinarily
dfficult period, surrounded by countless uncertainties. The COYID-L9 pandernic has affected
probably all areas of human activity. Nevertheless, I do not doubt that a better future is ahead of us
and that humanity will overcorne this obstacle. I also believe that it is very important to continue
to develop our multilateral cooperation, even though we cannot overlook the complications of the
present day andwe must adapt to them to a large extent.
The date of the Xt/lil Congress of CECC has already been changed once. It was an uneasy task
because the preparations and organisation of the event involve not only our Court but also many
contractual partners. The postponement of the Congress and its adaptation to the current conditions
are very challenging for our Court in terms of financial resources and capacities as well.
Unfortunately, even the February date of the event will probably not escape the shadow of the
pandemic. However, I believe that, despite current adversity, we will be able to hold the Congress,
howsoever we rnust take into account all the limitations and respondflexibly.
Ilith regard to all of the above-said, we plan to hold the XVIil Congress and the related rneeting
of the Circle of Presidents in a "hybrid" mode. Concerning the Circle of Presidents meeting, we will
enable its participants to take part on-line in case they cannot arrive in person. The meeting will be
fully interactive, it will be adjusted so that it interconnects those present in person with those present
remotely (on-line), and it will be held in all fficial CECC languages. Concerning the Congress,
a full online interactivity is not technically feasible, and for that reason we have chosen the variant
of streaming the sessions in the hall. The live strearning will be transmitted in English, and its record

w;/lbs available after the event also in the other fficial CECC languages. The invited participants
wllowill not be able to attend in person will have the opportunity to watch the Congress on the internet.
Tke meeting of the Circle of Presidents will take place on Wednesday, 24 February 2021, approx
from 13.00 to 16.30.
The Congress will take place on Thursday, 25 February 2021, approx. from 9.00 to 17.O0.
