Dear Hydrographer,
1. Reference A proposed the adoption of a Revision 1.1.0 of IHO Publication S-66 - Facts about
Electronic Charts and Carriage Requirements – as recommended by the IHO ENC Maintenance
Working Group (ENCWG); and endorsed by the IHO Hydrographic Services and Standards Committee
and IHO Council.
2. The Secretariat of the IHO thanks the 57 Member States that replied to Reference A: Algeria,
Argentina, Bangladesh, Belgium, Brazil, Canada, Chile, Colombia, Croatia, Cuba, Cyprus, Ecuador,
Egypt, Estonia, Finland, France, Georgia, Germany, Greece, Guatemala, Iceland, India, Iran (Islamic
Republic of), Ireland, Italy, Malaysia, Malta, Mauritius, Monaco, Morocco, Netherlands, New Zealand,
Nigeria, Norway, Oman, Pakistan, Peru, Philippines, Poland, Portugal, Qatar, Republic of Korea,
Romania, Russia, Saudi Arabia, Singapore, Slovenia, South Africa, Spain, Sweden, Thailand, Tunisia,
Ukraine, United Kingdom, United States, Uruguay and Venezuela.
3. 56 Member States supported the proposed Revision of S-66 and one Member State objected.
Three Member States offered comments in addition to their vote. These comments and the outcome of
their review by the Chair of the ENCWG are provided in Annex A to this Circular Letter.
4. When the Reference was issued there were 87 Member States of the IHO with three States
suspended. In accordance with the provisions of the Convention on the IHO as amended, the minimum
number of affirmative votes required was 28. As a result, and taking into account the editorial
corrections reported in Annex A, the proposed Revision 1.1.0 of S-66 has been adopted.

The ENCWG Chair thanks Estonia for pointing out these changed references on the IHO web site. In
addition to the incorrect references identified by Estonia, several other incorrect references were
identified in the process of correcting these errors. The final published S-66 Edition 1.1.0 will include
the correct web site references and links.
IRAN (ISLAMIC REPUBLIC OF) (Vote: YES)
The Islamic Republic of Iran has not been included in the list of Flag State Authorities. The website
address of Notices to Mariners will be declared as soon as they are posted on the site

The ENCWG Chair and IHO Secretariat thanks the Islamic Republic of Iran for this information, and
will update the List of Flag State Authorities table to include the web site details for the Islamic Republic
of Iran when provided, noting that the list is not exhaustive and is current to June 2017.
