I am pleased to report that Dominican Republic, whose rights and benefits were suspended since July 1983 in accordance with the provisions of Article XV of the IHO Convention (see Reference), settled its outstanding contributions in 2017. With effect from 1 January 2018 all the rights and benefits of Dominican Republic as a Member State of the IHO are reinstated. 2. On behalf of the Secretariat, I welcome the return of Dominican Republic to the Organization as a full Member and hope that Dominican Republic will participate actively in the work of Committees, Sub-Committees and Working Groups of the Organization. The participation of Dominican Republic as a Member State in the activities of the Meso-American and Caribbean Sea Hydrographic Commission (MACHC) will also contribute significantly to address issues affecting safety at sea and protection of the marine environment in a very sensitive sea area.
