Piret Hartman Simonas Kairys Nauris Puntulis Minister of Culture of the Minister of Culture of the Minister of Culture of the Republic of Estonia Republic of Lithuania Republic of Latvia 3 March 2023 No. 1/0323-138 On the cooperation of the Baltic States to foster societal resilience, improve information literacy and enhance daily information exchange in the region Dear Ministers, On behalf of the Baltic Assembly, we would like to express the assurances of our highest consideration to the Baltic Council of Ministers. On 2-3 February 2023, the meeting of the Education, Science and Culture Committee of the Baltic Assembly was held in Vilnius. One of the issues that the parliamentarians, governmental representatives and experts discussed was media cooperation in the Baltic States, including such topics as fighting disinformation, fostering societal resilience and increasing media literacy in the region. During the meeting, the experts from the Ministries of Culture of the Baltic States and the parliamentarians agreed that the cooperation of the Baltic States to foster societal resilience, improve information literacy and enhance daily information exchange in the region is vital. Despite the shared understanding that the main challenges in the Baltic States remain essentially similar, the members of the Committee see that too few concrete joint activities have been undertaken by the Baltic Ministries of Culture and the competent authorities to address these challenges posed by Russian aggression and modern reality. While the invited experts answered many of the questions posed by the Baltic parliamentarians, some remained unanswered. The Committee wants to receive answers to the following questions:  What is the level of cooperation of the media regulatory authorities of the Baltic States regarding media policy and overcoming joint challenges? What are the main challenges to closer cooperation?  What are the first steps to be made to start negotiations on a joint white paper on the strategic goals to fight disinformation and increase the social resilience of the Baltic States through increasing media competencies and media literacy in the Baltic region?  Could the Baltic States introduce a joint programme to improve media literacy in the Baltic States? What are the benefits and challenges of creating such a programme?  What is required for creating a Baltic information platform serving as a reliable source of knowledge about events and developments in the Baltic region in the Latvian, Estonian, Lithuanian, English and Russian languages? What are the first steps to be made to move towards launching such a joint platform or perhaps introduce other alternatives to ensure that people in the Baltic States can easily access the news of the neighbouring countries?  How the Baltic States could jointly help fight Russian disinformation and propaganda in the Eastern Partnership countries? Following the discussions about the media cooperation of the Baltic States, the Committee has also agreed on new proposals to the Baltic governments for improving the media cooperation and information area of the Baltic States and Europe. They are as follows:  to develop a Baltic plan of action aiming to introduce an effective EU-level mechanism for the protection of the European information area;  to jointly elaborate a proposal about introducing effective tools for countering disinformation and propaganda in the European Media Freedom Act;  to create a Baltic database for materials about media literacy to facilitate the work of teachers and students in the region. Please accept the assurances of our highest consideration.
