APPEAL
by the Verkhovna Rada of Ukraine
to the parliaments of foreign countries, the International Olympic
Committee, national Olympic committees and international sports
federations
On January 25, 2023, at a meeting of the Executive Committee of
the International Olympic Committee, proposals were made public for the
admission of russian and belarusian athletes to international sports
competitions, including the Olympic Games. According to the official
website of the International Olympic Committee, these proposals are
supported by the majority of national Olympic committees. The proposal
is to allow russian and belarusian athletes to participate in international
sports competitions as neutral athletes, provided they do not openly
oppose the peacekeeping mission of the International Olympic
Committee, i.e., do not publicly support the war of the russian federation
against Ukraine, and comply with the requirements of the World Anti-
Doping Code. The proposal of the Asian Olympic Committee to allow such
athletes to participate in the Asian Games was also supported.
The Verkhovna Rada of Ukraine emphasizes that the proposals to
allow athletes from the terrorist states of russia and belarus to participate
in international sports competitions do not take into account the
extremely brutal and barbaric nature of the war waged by the russian
federation with the support of belarus against Ukraine, aimed at the
genocide of the Ukrainian people, in particular, the undisguised attempts
of the armed forces of the russian federation to provoke a man-made
disaster in Ukraine by completely destroying the energy system, shelling
the Zaporizhzhya and Chernobyl nuclear power plants. Such proposals
are an outrage to the memory of hundreds of thousands of Ukrainian
citizens, including more than 220 Ukrainian athletes who selflessly stood
up to defend their homeland and lost their lives in the fight for our future
as a democratic European state.
Russia’s aggression against Ukraine has been unprecedented in its
brutality against civilians, especially women and children. Almost 500
Ukrainian children killed by the russian occupiers will never grow up. The
abuse of civilians: mass murders, torture, and rape in the occupied cities
and villages of Ukraine are known to the whole world. The barbaric shelling
of residential areas is a deliberate murder of civilians and leads to
numerous victims. The Russian army purposefully destroys schools,
kindergartens, hospitals, maternity homes, bringing death and
destruction. The recent rocket attack on a residential building in the city
of Dnipro, which killed more than 50 people, including 5 children, is a vivid
confirmation of the cannibalistic nature of this war.
Russian armed aggression has led to massive destruction of
Ukraine’s sports infrastructure. More than 320 sports facilities have been
affected by the war, 87 of which were destroyed in full or partially. In
particular, the Metalist stadium in Kharkiv, the Avangard sports complex
in Kyiv, the training and sports center in Chernihiv, the Neptune swimming
pool in Mariupol, Donetsk region, the Ice Palace of Sports in
Severodonetsk, Luhansk region, the Champion sports center in 1rpm, Kyiv
region, and numerous sports facilities in the occupied territories were
destroyed. As of January 2023, the damage to Ukraine’s sports
infrastructure exceeded $250 million.
With the beginning of the russian full-scale invasion on February 24,
2022, the slogan “Sport is out of politics” lost its right to exist. Russian
and belarusian athletes, including Olympic champions and medalists,
endorse the war against Ukraine: violence, murder and genocide of the
Ukrainian people, openly participating in Z-parades or tacitly supporting
this fiercest full-scale war, lacking the civic courage to take a conscious
position on its condemnation.
It should be understood that russia and belarus are inclined in any
way to create a false impression of the true goal of their policy, using
athletes as an ideological weapon to implement their shameful
propaganda, to strengthen the fighting spirit of the russian army and the
zombified russian people, and to influence the decisions of other states
to support Ukraine in the struggle for its Freedom and Independence and
the European choice.
The joint participation in international sports competitions of
Ukrainian athletes, many of whom have lost relatives and friends in the
war, and russian and belarusian athletes whose relatives are killing
Ukrainians, has led to numerous conflicts on sports grounds that can lead
to injuries and even deaths. Eights on fencing tracks, wrestling mats,
firearms shooting and archery competitions are particularly dangerous in
this regard. This will also cause tension, possible quarrels and fights
among athletes and competition organizers in the Olympic villages.
In addition, it is impossible to imagine placing Ukrainian athletes on
the podiums alongside russian and belarusian athletes. Similarly, it would
be unacceptable for representatives of the russian or belarusian
federations to judge competitions involving Ukrainian athletes.
In view of the above, the Verkhovna Rada of Ukraine believes that
the admission of russian and belarusian athletes to international sports
competitions at a time when the war of the russian federations aimed at
the destruction of the Ukrainian people and the Ukrainian state is ongoing
will be an undisguised support of the war’s goals and an attempt to pacify
the aggressor.
In this regard, the verkhovna Rada of Ukraine calls on the
International Olympic Committee, national Olympic committees and
international sports federations to ban the participation of russian and
belarusian athletes in international sports competitions, including the
Olympic Games, until the end of the armed aggression of the russian
federation against Ukraine, including the withdrawal of troops from the
entire territory of Ukraine and the resolution of the issue of compensation
by the russian federation for the damage caused to Ukraine.
We call on the parliaments of foreign countries to support this
appeal by the Verkhovna Rada of Ukraine.
