Abstract:
The FINEX project builds on key innovation actors driving the green and digital transition - EIT Digital (Europe's largest digital innovation
ecosystem), EIT Climate KIC (Europe’s largest climate innovation agency and community), the Cleantech Group (the world's leading authority on
cleantech innovation) - pairing them with world-class cross-border Research & Innovation centres of excellence, who have been deploying
experimentation testbed, living labs, sandboxes, and acceleration tools to turn leading research into market ready innovations - FINEST CoE, KIOS
CoE and GATE CoE - as well as, Lithuania’s leading Cleantech innovation ecosystem -
Sunrise Valley Science and Technology Park (STP) - a perfect place for innovative technological enterprises to establish and develop businesses, and
Riga Technical university (RTU) - the largest Latvian university, leader of the EIT Climate-KIC Hub Latvia, also soon to be a EIT Digital Centre, and
with a specific specialised ‘Innovation Ecosystem Development Unit’ a leading actor in local and national digital and cleantech technologies innovation
ecosystems with various international education, business support, research and networking programmes.
Key Objectives of the FINEX project are:
1. To stimulate and interconnect the six targeted Innovation ecosystems as Europe’s Cleantech powerhouse, enhancing their gender-inclusiveness,
openness, competitiveness, and global potential.
2. To jointly develop world-class experimentation spaces and the promotion of a better aligned EU regulatory, fiscal and legal framework.
3. To identify and support Cleantech domains and innovators requiring the development of experimentation spaces capable of supporting the quick
deployment of disruptive and novel Deep Tech and solutions with the potential to help Europe achieve Climate and Industrial leadership.
Evaluation Summary Report
Evaluation Result
Total score: 14.00 (Threshold: 10 )
101158370/FINEX-16/02/2024-13:19:48 1/4
Associated with document Ref. Ares(2024)1192734 - 16/02/2024
Criterion 1 - Excellence
Score: 4.70 (Threshold: 3 / 5.00 , Weight: - )
The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme:
- Clarity and pertinence of the project’s objectives, and the extent to which the proposed work is ambitious and goes beyond the state of the art.
- Soundness of the proposed methodology, including the underlying concepts, models, assumptions, inter-disciplinary approaches, appropriate
consideration of the gender dimension in research and innovation content, and the quality of open science practices, including sharing and
management of research outputs and engagement of citizens, civil society and end users where appropriate.
The FINEX proposal aims to bring together two of Europe’s largest innovation ecosystems, world leading policy advocates for cleantech, EU R&I Centres of
Excellence and Innovation Ecosystems to build on world class experimentation practices for supporting the quick deployment and uptake of cleantech solutions and
the development of supporting regulatory frameworks.
The proposal responds to the challenges of the call and it addresses the need for cross-country innovation and development very well. The proposal is well
structured and ambitious by aiming to interconnect six innovation ecosystems within Europe's cleantech powerhouses. This is a strength.
The proposal demonstrates clear knowledge of experimentation facilities, including their benefits for demonstrating to investors the technical soundness of solutions
that start-ups propose, thus facilitating innovation adoption. This is good.
The objectives are measurable and verifiable. This is a strength.
Gender issues are a specific focus, with the aim of increasing female participation in start-ups. The product development cycle is well described, and the benefits
and added value of the project structure is clearly articulated. For example, the focus on so-called ‘assemblers’ in addition to the quadruple helix is particularly
relevant. This is a strength.
Open science aspects as well as data management procedures have been considered in the proposal and are clearly described. This is in line with the call.
It is not clear if artificial intelligence is intended to be applied to this project, and if so, what provision for safeguards for its use have been considered. This is a
minor shortcoming.
There is a very good description of how current experimentation facilities will be used to advance cleantech start-ups towards commercially viable products, as
demonstrated by specific use-cases. However, the proposal lacks a solid plan and practical description of the creation of experimentation practices. This is a
shortcoming.
Criterion 2 - Impact
Score: 4.50 (Threshold: 3 / 5.00 , Weight: - )
The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme:
- Credibility of the pathways to achieve the expected outcomes and impacts specified in the work programme, and the likely scale and significance
of the contributions from the project.
- Suitability and quality of the measures to maximise expected outcomes and impacts, as set out in the dissemination and exploitation plan,
including communication activities.
The proposal contains a clearly elaborated and supported framework to achieve the desired project impacts, linked with the outcomes specified in the work
programme, including disruptive technologies, improved networking and greater synergies. There is a very detailed description of outcomes and links with
stakeholder organisations that will support the project in achieving those outcomes. This is a strength.
The exploitation strategy is based on strong and broad network contacts across the stakeholder communities, along with regional innovation and policy making
authorities. This is a strength.
Overall, the contribution of the project and the expected outcomes are credible and they include their relationship with the objectives and work packages. This is
good.
The IP management and exploitation procedures are appropriately defined in the proposal. This is in line with the call.
The potential barriers and risks for the project are not clearly identified. This is a shortcoming.
The communication, engagement and dissemination plan only generically identifies a wide range of the usual channels, such websites, social media, newsletters and
mass media. However, the plan does not sufficiently define the channels, actions and KPI's. This is a minor shortcoming.
Criterion 3 - Quality and efficiency of the implementation
Score: 4.80 (Threshold: 3 / 5.00 , Weight: - )
101158370/FINEX-16/02/2024-13:19:48 2/4
Associated with document Ref. Ares(2024)1192734 - 16/02/2024
The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme:
- Quality and effectiveness of the work plan, assessment of risks, and appropriateness of the effort assigned to work packages, and the resources
overall.
- Capacity and role of each participant, and the extent to which the consortium as a whole brings together the necessary expertise.
The work plan is of good quality, well designed and coherently describes the steps to achieve the objectives set out in the proposal. It describes the milestones and
deliverables for each phase as well as the responsible partners in detail. This is a strength.
The proposal includes detailed evidence that the consortium members have the capacity to positively participate in the project and fulfil the tasks assigned to them in
the proposal. Together, the consortium members possess the range of expertise in assessment, design, innovation and experimentation necessary for the success of
the project. This is a strength.
The consortium partners have valid roles within the project that are in line with their experience and offer the interdisciplinary and complementary expertise needed
for the planned actions. This is a strength.
The main risks are well identified and the mitigation measures are appropriately stated. This is good.
The workload is evenly distributed among the partners and well justified by the activities allocated to each of them. This is good.
