Abstract:
One of the key strategies to building a large-scale quantum computer is to build a network of small-scale quantum processors with the network having
the ability to distribute and process quantum information. Such a network called a quantum internet (QI), can then be programmed to perform a large
computation by dividing and distributing the computation into smaller tasks across many tiny processors, thus the QI acting as a quantum multi-core
computer. This approach to building quantum computing devices is known as the distributed quantum computing (DQC). The design principle of
modeling a large computation as a collection of several interleaved smaller computations which synchronize with one another as necessary to run on a
multi-core architecture is called concurrency. Quantum concurrent programming (QCP) is a subarea of DQC which is concerned with the theory and
practices of programming a QI to use it as a quantum multi-core computer. The proposed research will build the foundations of QCP by investigating
the synchronization modes for quantum concurrency. Specifically, the research will develop semantics for quantum message passing systems,
entanglement-based synchronization, and higher-order gate teleportation enabled by quantum entanglement using tools from Category Theory and
Logic. The proposed research is fundamental to developing software technologies and programming methodologies for QCP to realize the computing
power of QI. It will also lay the groundwork for further research and development in this area.

• Quality and pertinence of the project’s research and innovation objectives (and the extent to which they are ambitious, and go beyond the state of
the art).
• Soundness of the proposed methodology (including interdisciplinary approaches, consideration of the gender dimension and other diversity
aspects if relevant for the research project, and the quality of open science practices).
• Quality of the supervision, training and of the two-way transfer of knowledge between the researcher and the host
• Quality and appropriateness of the researcher’s professional experience, competences and skills.
Strengths:
- Given the state of the art, the goal aimed at is highly relevant and the impact of such innovation can be very large. The research objectives are well-motivated and
ambitious.
- Open science practices are addressed appropriately.
- The proposal demonstrates the leadership skills of the main supervisor. Both supervisors (in the host institution and the secondment institution) are established
researchers with a significant track record and sufficient experience in supervising researchers at the doctoral and post-doctoral levels.
- The training plan and the transfer of knowledge from host to researcher are very well described and appropriate to the proposal. The researcher has given a lot
of thought to transferable and leadership skills and has developed a detailed and convincing plan of what to attend and when. In terms of two-way transfer, the
researcher is aware that there are non-scientific topics to learn from the supervisor, including writing skills, which are very important for success in academia.
- The institutions where the researcher was employed as a postdoctoral researcher are well-known and renowned. They offer a bridge between pure academia and
industry, which can be fruitful for the project.
Weaknesses:
- The proposal does not convincingly clarify the relation between distributed quantum computing and the semantics of concurrent quantum computing.
- There is insufficient information on the verifiability and measurability of the objectives, which reduces the credibility of their achievement. Some of the
explanations of technical terms are not well presented. The part on the applications and usefulness of the foundations developed is unclear; for example, the
relevance of teledata is left open.
- The proposed methodology is very general and imprecise, it does not clearly state which methods will be used and why. For example, it does not explain why the
proposed tools will provide a better approach than other methods, or why their use will be helpful.
- The background of the supervisor in the host institution is only tangentially related to the core research topics of the project.
- The proposal does not identify the knowledge to be transferred from the researcher to the host. Furthermore, this transfer is very limited since the scientific
environment at the host is restricted to the supervisor and his group of postdoc and PhD students. Teaching plans are not convincingly developed for the transfer of
the researcher's knowledge to the host.
- The researcher's CV lacks sufficient evidence of their excellence and academic independence. Furthermore, their previous works in the field do not convincingly
provide sufficient preparation for the challenges outlined in the proposal.
Criterion 2 - Impact
Score: 4.00 (Threshold: 0 / 5.00 , Weight: 30.00% )
• Credibility of the measures to enhance the career perspectives and employability of researchers and contribution to their skills development.
• Suitability and quality of the measures to maximise expected outcomes and impacts, as set out in the dissemination and exploitation plan,
including communication activities.
• The magnitude and importance of the project’s contribution to the expected scientific, societal and economic impacts.
Strengths:
- The project will enhance the researcher's profile for obtaining a permanent academic position. The fellowship and secondment will enable the researcher to
become more independent, develop a collaborative network in Europe, and enhance their career prospects in academia.
- The researcher will benefit from the supervisor's experience in several ways, all of which are relevant to the researcher's post-fellowship goal and the success of
grant applications.
- The researcher proves to have a good overview and strategic plan for publication. The proposal identifies very suitable venues for communicating the results of
the project to researchers in quantum category theory.
- Meaningful and concrete measures to communicate with the wider public are well-detailed. The researcher's blog is a convincing and modern means of
disseminating results to a wider and younger public. Similarly, the planned Wikipedia article will help to make the field of the project better known to researchers
and other interested parties.
- The expected scientific contribution is appropriate. The project's results will provide new insights into the mathematics of quantum concurrency.
Weaknesses:
- The skill development plan of the researcher is not discussed with a sufficient level of detail.
- The researcher's objectives for their career after the project are not convincingly elaborated and wavering.
- The niche expertise that the researcher mentions is a potential danger of not being able to connect easily in research terms.
- The impact claims are insufficiently substantiated. Indeed, it is not convincingly demonstrated that the proposal will have a significant technological, societal or
economic impact.
Criterion 3 - implementation
Score: 3.80 (Threshold: 0 / 5.00 , Weight: 20.00% )
• Quality and effectiveness of the work plan, assessment of risks and appropriateness of the effort assigned to work packages.
• Quality and capacity of the host institutions and participating organisations, including hosting arrangements.
Strengths:
- The work plan is overall consistent with the intended objectives. The researcher has put a lot of thought into documenting and communicating progress.
- The resources allocated to each task are aligned with their difficulty.
- The infrastructures provided by the host institution and the secondment institution are appropriate for the good implementation of the project.
Weaknesses:
- The scheduling of the work packages appears to be suboptimal.
- The risk assessment for the tasks in WP2 and WP4 are underestimated.
- Hosting arrangements, in particular support services, are insufficiently described.
