link assignments

Dear Sir/Madam,
The UAE administration has examined the coordination requirements for the
EMARSAT-10F satellite network filing, and has noted the obligation in regards to your
EST06100 (44.5 ˚E) satellite network under AP30A#7.1 of the ITU Radio Regulations.
Moreover, this administration would like to convey that this observation from the BR
may be attributed to the off-axis characteristics of the antennas used in the EMARSAT-
10F satellite network filing in the direction of the EST06100 assignments. However, it is
recognized that the implemented satellite will use antennas with significantly superior
off-axis performance. Furthermore, an interference analysis (attached in Annex-1)
shows that the potential downlink interference from the EMARSAT-10F satellite network
is below the 6% I/N criteria. Hence, the emission levels of the EMARSAT-10F satellite
network in the direction of the EST06100 feeder-link assignments will not create
unacceptable interference.
Therefore, the UAE Administration kindly requests the Administration of EST to consider
the coordination of EMARSAT-10F satellite network as completed under RR provision
No. AP30A#7.1. Alternatively, if the Administration of EST believes that there is a need
to perform a more detailed review, it is requested that your administration provides its
analysis so as to move towards completing coordination between the respective satellite
networks.

appreciated.
