MINISTRY OF FOREIGN AFFAIRS ‫משרד החוץ‬ JERUSALEM ‫ירושלים‬ Circular Note No. 73/2025 Subject: Israel’s Electronic Apostille Program The Consular Department presents its compliments to the Diplomatic and Consular Missions in Israel and has the honor to refer to the enclosed notification by the Hague Conference on Private International Law (HCCH) of 9 May 2025 regarding Israel’s E-Apostille program. The Consular Department is pleased to inform that Israel has recently completed the full implementation of the E-Apostille program for the following public documents: 1. Criminal record certificates; 2. Birth certificates; 3. Death certificates; 4. High school diplomas; 5. Marriage certificates; 6. Inheritance orders; 7. Certificates issued by the Companies Registrar (e.g., incorporation, name changes, etc.); 8. Land registration extracts; 9. Patent Office Priority document; 10. Patent Office Certificate of Trademark Registration; 11. All types of notarized documents. E-Apostilles are issued by the Israel Ministry of Justice, which serves as the Competent Authority for Israel for that purpose. To view the electronic Apostille issued by Israel, open the PDF file sent by the applicant. Upon opening the file, the Apostille will appear. On the left side, there is a paper clip icon. Click on this icon, and the digital certificate to which the Apostille is attached will appear under the list of attachments. Clicking on the certificate's name will open the certificate. Please note that in some cases the "paper clip icon" would appear only after enabling the options menu. It important to emphasize that the files are issued through the secure systems of the Israel Ministry of Justice. The files are secure, protected and cannot be altered once they have been issued. A detailed version of these instructions, including screen shots, can be found in the attached guidance. The Consular Department kindly requests that the respective authorities of the receiving States recognize Israel’s e-Apostille and the certified public documents listed above, in accordance with the 1961 Hague Apostille Convention. The Consular Department also kindly requests that the Missions bring the content of this circular to the attention of their respective Ministries of Foreign Affairs and Ministries of Justice and other relevant authorities.
