Strategy 2022–2029 adopted by the IOC Assembly at its 31st session in June
2021, calls for IOC to assist Member States in developing the necessary
capacity and ecosystem-based management tools and in particular Marine
Spatial Planning (MSP). This call is reiterated in the

Capacity Development Strategy 2023–2030.
Since 2017, as part of its MSPglobal initiative, the IOC Secretariat has
been conducting a global survey aimed at compiling information on the
national status of MSP. The 2022 survey has generated information that has
been extremely useful for: (i) updating and creating new

recognized knowledge platform on MSP; (ii) identifying case studies for

trainings; and (iii) developing assessments on MSP worldwide as part of
the IOC State of the Ocean Report (StOR,

addition, the results of the survey, including the identification of
competent national authorities, are an essential source of information to

As the field of marine spatial planning is constantly and rapidly
evolving, I am inviting Member States to provide new and updated
information on the status of MSP in their countries.
Whilst recognising that the IOC national focal points are not always
leading MSP activities at national level, we invite you to share and
compile the survey in close consultation with the national competent
authority responsible for MSP.
Member States providing information for the first time will have their
detailed profile created on the MSPglobal website. Member States who
contributed to the 2022 survey are invited to update their information by
responding to the survey proposed today.

La Stratégie à moyen terme 2022-2029 de de la COI, adoptée par l'Assemblée de la COI à sa 31e
session en juin 2021, appelle la COI à aider les États membres à développer les capacités
nécessaires et les outils de gestion fondés sur les écosystèmes et en particulier la planification de
l'espace marin (PEM). Cet appel est réitéré dans la Stratégie de renforcement des capacités de la
COI 2023-2030.
Depuis 2017, dans le cadre de son initiative MSPglobal, le secrétariat de la COI mène une enquête
mondiale qui vise à compiler des informations sur le statut national de la PEM. L'enquête de 2022 a
généré des informations qui ont été extrêmement utiles pour : (i) la mise à jour et la création de
nouveaux profils de pays sur le site web MSPglobal de la COI, qui est une plate-forme de
connaissances sur la PEM reconnue au niveau international ; (ii) l'identification d'études de cas pour
les publications et les formations de MSPglobal ; et (iii) l'élaboration d'évaluations sur la PEM dans
le monde dans le cadre du Rapport sur l'état de l'océan de la COI (StOR, 2022, 2024). En outre, les
résultats de l'enquête, y compris l'identification des autorités nationales compétentes, constituent
une source d'information essentielle pour guider l'organisation des activités de la COI en matière de
PEM en collaboration avec les acteurs nationaux, régionaux et internationaux dans ce domaine.
Le domaine de la planification de l'espace marin étant en évolution constante et rapide, j'invite les

européenne (DG MARE), ainsi que du suivi de la mise en œuvre de la cible 2 de l’ODD 14 de
l'Agenda 2030, qui vise à « gérer et protéger durablement les écosystèmes marins et côtiers,
notamment en renforçant leur résilience, afin d’éviter de grave conséquences de leur dégradation et
prendre des mesures en faveur de leur restauration pour rétablir la santé et la productivité des
océans ».

Asunto: Solicitud de información actualizada sobre la situación
de la planificación espacial marina (PEM) en 2024
La Estrategia a Plazo Medio de la COI 2022-2029 aprobada por la Asamblea de la COI en su 31ª
reunión en junio de 2021, solicita a la COI que ayude a los Estados Miembros a desarrollar la
capacidad necesaria y las herramientas de gestión basadas en los ecosistemas y, en particular, la
Planificación Espacial Marina (PEM). Este llamamiento se reitera en la Estrategia de Desarrollo de
Capacidades de la COI 2023-2030.
Desde 2017, como parte de su iniciativa MSPglobal, la Secretaría de la COI ha realizado una
encuesta mundial destinada a recopilar información sobre la situación nacional de la PEM. La
encuesta de 2022 ha generado información de gran utilidad para: (i) actualizar y crear nuevos
perfiles de países en el sitio web MSPglobal de la COI, que es una plataforma de conocimientos
sobre la planificación espacial marina reconocida internacionalmente; (ii) identificar estudios de
casos para las publicaciones y formaciones de MSPglobal y iii) elaborar evaluaciones sobre la
planificación espacial marina en todo el mundo como parte del Informe de la COI sobre la situación
de los océanos (StOR, 2022, 2024). Además, los resultados de la encuesta, incluida la
determinación de las autoridades nacionales competentes, constituyen una fuente esencial de
información para orientar la organización de las actividades de la COI en materia PEM en
colaboración con los agentes nacionales, regionales e internacionales en este ámbito.
Dado que el ámbito de la planificación espacial marina evoluciona constante y rápidamente, invito
a los Estados miembros a que faciliten información nueva y actualizada sobre la situación de la
