Rootsi „Skidbladner” ja „Herkules”
meretuuleparkide projektide piiriülese
keskkonnamõju hindamise menetlustest

Rootsi teavitas märtsis 2023 piiriülese keskkonnamõju hindamise konventsiooni (Espoo
konventsiooni) alusel Eestit „Skidbladner” ja „Herkules” meretuuleparkide projektidest.
Keskkonnaministeerium1 korraldas mõlema teate riigisisese avalikustamise (20.03.2023 kiri
nr 6-3/23/1131-2). Laekunud tagasisidele tuginedes vastati Rootsile, et Eesti soovib osaleda
„Skidbladner” projekti menetluses ning Eesti ei soovi osaleda „Herkules” projekti menetluses.
Nüüd on Rootsi teavitanud Eestit selles, et arendaja Simply Blue Energy soovib mõlemas projektis
suurendada tuulikute arvu. „Skidbladner” projektis suureneb tuulikute arv 111-lt 147-ni ning
„Herkules” projektis 121-lt 160-ni. Samal ajal ei ole kavandatud muudatusi tuulikute
maksimaalses kõrguses (360 m) ega arendusalades. Kirjale on lisatud Rootsi saadetud arendaja
ingliskeelsed ülevaated, milles selgitatakse kavandavaid muudatusi (võrreldes märtsis 2023
saadetud konsultatsioonidokumentides tooduga).
Rootsi on andnud riikidele täiendava võimaluse avaldada arvamust projektide kavandatavate
muudatuste kohta. Kui teil on „Skidbladner” projekti osas täiendavaid märkuseid või ettepanekuid
(tulenevalt kavandatavatest muudatustest Eestile kaasneda võiva olulise kahjuliku piiriülese
keskkonnamõju kohta), palume need esitada 9. jaanuariks 2024. Siinkohal toome välja ka Rootsi
selgituse, et varasema konsulteerimise käigus esitatud seisukohti käsitletakse jätkuvalt projekti
edasises menetluses.
Arvestades, et Eesti on varasemalt avaldanud soovi mitte osaleda „Herkules” projekti menetluses,
ootame 9. jaanuariks 2024 põhjendatud arvamusi selle kohta, kas tulenevalt arendaja
kavandatavatest muudatustest Eesti peaks osalema projekti piiriülese keskkonnamõju hindamise
menetluses. Juhul, kui peate vajalikuks Eesti osalemist menetluses, on oodatud ka arvamused selle

Amendment to scoping document concerning the Skidbladner
Wind Farm1
1. Introduction and background
Simply Blue Energy (Skidbladner) AB (‘Skidbladner AB’), part of the SeaSapphire (joint venture
between Eolus Vind AB and Simply Blue Group) intends to apply for a permit for an Offshore Wind
Farm within Swedish Exclusive Economic Zone in accordance with Section 5 of the Swedish
Exclusive Economic Zone Act (SEZ), a permit for construction of internal submarine cables in
accordance with Sections 3 and 2b of the Continental Shelf Act (CSA) and a Natura 2000 permit in
accordance with Chapter 7. Section 28 a of the Swedish Environmental Code (SEC).
In 2022 and 2023, SeaSapphire invited to a scoping consultation regarding the park's location and
design, and in connection with that, a scoping document was produced. The consultation was
open until spring 2023.
SeaSapphire would like to supplement scoping document, during ongoing scoping phase, with an
increased number of turbines. Further, SeaSapphire would like to present new example layouts
based on the adjustment. No changes to the project area are planned. The reason for the
increased number of turbines is to investigate alternative scenarios, where different turbine sizes
(between 15-25 MW) may be relevant. The final choice of turbine size will be made at a later,
detailed design phase and depends on market and technology developments. Investigating
different scenarios fulfills SeaSapphire's ambition to develop and realize projects in the near
future which contribute to the ongoing energy transition. With this supplementary scoping
document, the Company wishes to obtain comments on the OWF with the updated design.
The planned Skidbladner wind farm is located in the central parts of the Baltic Sea, see Figure 1.
The project area is located approximately 60 km north of Gotland, just 20 km northeast of Gotska
Sandön, and about 70 km from the Swedish mainland. As before, the project area covers
approximately 1,423 km2 and is located outside the Swedish territorial waters but within
Swedish Exclusive Economic Zone. The water depth varies between 13 and 197 meters.

3. Additional information on planned activities
In the previously prepared scoping document, it was stated that the wind farm will consist of a
maximum of 111 wind turbines. The number has now been adjusted to a maximum of 147 wind
turbines, with an unchanged maximum total height of 360 m. A design with 147 wind turbines of
15 MW gives a total installed capacity of approx. 2.2 GW with an expected annual production of
about 11.7 TWh.
Below you will find two general maps of possible layouts of the park (examples A and B), see
figures 2 and 3. Number of turbines, size and model, as well as the final design of the park, will be
determined in the final detailed design and procurement of the facility.

4. Potential environmental impact
In previously prepared scoping documents, preliminary environmental assessments for the wind
farm are presented, for example regarding the impact on shipping, marine mammals, fish,
benthos, and birds. Since the conditions in the surroundings have not changed, AFRY assesses
that the descriptions and preliminary environmental assessments presented in the scoping
document are still relevant and applicable also for the new design of the wind farm.
The EIA will, in addition to what is stated in the previous scoping document, take into account this
supplementary scoping document and what emerges from this supplementary consultation.
5. Consultation group and Espoo consultation
The supplementary document is sent for consultation to the relevant Stakeholders. The
Stakeholder list which is presented in Annex 1 remains the same as for the initial scoping phase.
Consultation on the project's transboundary impact began in the winter of 2022 within the
framework of the Espoo Convention and Chapter 6. Section 33 Swedish Environmental Code. This
supplementary scoping document will be submitted to the Swedish Environmental Protection
Agency for completion of the Espoo consultation regarding the project's transboundary impact.

6. Provide feedback
Due to the increasing number of wind turbines presented in this supplementary scoping
document, and to ensure that the consultation comments received are addressed collectively, the
time for submitting comments within the framework of the consultation is extended. Previously
submitted comments do not need to be resubmitted. The deadline for submitting new comments
is 8th of January 2024.

turbines, with an unchanged maximum total height of 360 m. A design with 160 wind turbines of
15 MW gives a total installed capacity of approx. 2.4 GW with an expected annual production of
about 13 TWh. The actual output and annual production may be higher, taking into account
technological developments.
Below you will find two general maps of possible layouts of the park (examples A and B), see
figures 2 and 3. Number of turbines, size and model, as well as the final design of the park, will be
determined in the final detailed design and procurement of the facility.
