6th ILO SURVEY ON NATIONAL STRATEGIES FOR YOUTH EMPLOYMENT November 2024 Employment, Labour Market Policies and Youth Branch ILO Employment Policy Department  ILO Survey on National Strategies for Youth Employment This survey is addressed to government entities responsible for the improvement of youth employment outcomes at the national level. Its main purpose is to gather information on existing national strategies for youth employment to inform the 2030 United Nations Sustainable Development Agenda. 1. Background In September 2015, at the 70th Session of the United Nations (UN) General Assembly, world leaders adopted the 2030 Agenda for Sustainable Development. It is a plan of action that comprises 17 Sustainable Development Goals and 169 targets to be implemented by all countries and all stakeholders acting in collaborative partnership. The Inter-agency and Expert Group on Sustainable Development Goals Indicators (IAEG-SDGs), composed of UN Member States, including regional and international agencies as observers, is responsible for developing and bringing to fruition the global indicator framework of the 2030 Agenda. The IAEG-SDGs has identified one or several “custodian agencies” for each of the 232 global SDG indicators. These agencies are expected to regularly collect and report information and maintain global databases which can be used for global SDG reporting. The ILO is the custodian UN agency for youth employment-related indicators including Indicator 8.b.1. This indicator measures the “Existence of a developed and operationalized national strategy for youth employment, as a distinct strategy or as part of a national employment strategy”. 2. Objectives This survey seeks to capture information on national strategies to promote youth employment. It has the following 4 objectives: 1. Identifying and collecting officially adopted documents that articulate a set of measures and provisions to promote youth employment. 2. Mapping and categorising the reported initiatives of officially adopted documents in relation to SDG indicator 8.b.1 of target 8.b (By 2020, develop and operationalize a global strategy for youth employment and implement the Global Jobs Pact of the International Labour Organization). 3. Establishing a baseline against which progress of the national initiatives to promote youth employment and monitoring progress on a yearly basis until 2030. 4. Taking stock of youth-specific measures to support youth employment during crises. 3. Use of information Information collected through this survey will be primarily used to report on SDG indicator 8.b.1 to the Sustainable Development Goals Monitoring Section of the UN Statistical Division. It may also be used to update ILO databases, and to identify good practices for future consideration of ILO tripartite constituents. 4. Survey implementation schedule This survey is administered annually from 2020 to 2030. Governments of ILO Member States are invited to complete it every year. 5. Concepts and definitions For the purpose of this survey, the following concepts and definitions apply: Developed national strategy – an officially-adopted document that articulates a set of measures and provisions aimed at promoting youth employment within a defined timeframe. It explicitly mentions youth as a target. It may exist on its own or as part of a wider employment or development strategy.  Officially-adopted document – a text adopted by the responsible government entity/authority. The following types of documents can be considered: o National Strategy/Policy for Youth Employment o Youth Employment Law/Act o National Action Plan for Youth Employment o Youth Development Policy/Strategy/Plan o National Employment Strategy/Policy o National Development Strategy/Plan Set of measures – a mix of policy measures which may include economic policies for youth employment, labour market policies targeting young people, or policies to enhance youth employability, promote youth entrepreneurship, or protect youth rights at work. Provisions – arrangements foreseen to implement policy measures illustrated by the availability of an action plan with a monitoring framework, resources earmarked, and institutional responsibilities clarified. Operationalized strategy – there is evidence (official statement, technical/financial progress report, others) of implementation of the measures and provisions in the strategy. 6. General instructions The survey is divided in 2 parts and it has 14 questions. Please complete PART II only if you answered “Yes” to Question 1. Inputs from other line ministries and institutions, as appropriate, may be required to ensure a consolidated and coordinated national response. The expected time to complete the survey is 1 hour. 7.
