Summary of Establishing an ERA Chair and Centre of Excellence in Maritime Cybersecurity at the Estonian Maritime Academy Throughout the ages, Europe’s socio-economic development has been inextricably linked to its maritime history. From the earliest galleys used to construct the Roman Empire, through to the great voyagers during the European Age of Discovery, to the current vast cargo freighter s such as the Madrid Maersk; ship ping ha s been an essential feature of European trade with the rest of the World . The situation is the same today . In 2015, the value of EU trade in goods with non-EU countries carried by sea had grown to nearly €1, 777 billion, accounting for about 51% of EU trade in goods . I n 2012, the EU shipping industry was estimated to have directly contributed €56 billion to EU GDP , employed 590,000 people, and generated tax revenues of €6 billion. However , a cloud hovers over the ocean ’s horizon . The European and international maritime industries face serious threat s from cybercriminals. Container shipping companies fall prey to computer viruses (AP Moller-Maersk, August 2017), IT hackers collude with drug traffickers to import cocaine and heroin (Port of Amsterdam, 2011-2013), and shipping vessels become vulnerable to GPS spoofing attacks ( Black Sea , June 2017). Furthermore, f ears grow of possible cyber warfare attacks from nation-state actors. Acting as a bulwark against the tide of troublesome developments , Tallinn University of Technology (TTÜ) is part of an Estonian ecosystem of cybersecurity and maritime actors – NATO Cooperative Cyber Defence Centre of Excellence, research institutes, administrations and private companies – with the collective know-how to tackle maritime cybersecurity threats. Estonia has first-hand experience of state-sponsored cyberwarfare (April 2007) and is renowned for its IT innovation (Skype , 2003 ) , e-governance (e-Voting since 200 5) and cyber savvy population (95% income tax returns filed online). In order to unite Estonia’s capabilities in a more focused and integrated manner, t he MariCybERA project aims to recruit an outstanding researcher and manager to be ERA Chair Holder, in order to establish the multidisciplinary Centre of Excellence ( CoE ) in Maritime Cybersecurity at TTÜ . The ERA Chair Team will bring about the necessary structural changes at TTÜ’s Estonian Maritime Academy and TTÜ’s Centre for Digital Forensics and Cyber Security to combine the competences of existing research groups in maritime technology and cybersecurity . This will help foster research excellence in three research sub-topics: Marine Communication, Human Aspects of Cyber Security, and Cybersecurity Aspects of Maritime Technology. In order to recruit the ERA Chair Team and establish the CoE in Maritime Cybersecurity, TTÜ will implement an ambitious Action Plan comprised of the following Action Steps: Action Step 1: Recruit ERA Chair Holder and Support staff Action Step 2: Establish ERA Chair Strategic Research Programme and Postgraduate Training Action Step 3: Ensure the CoE supports Estonia’s National Development and EU Research Priorities Action Step 4: Raise the research profile of the CoE and ERA Chair Team Action Step 5: Disseminate the results of the CoE and ERA Chair Team The overall concept of the MariCybERA project: research and innovation policy context, Action Plan, CoE , ERA Chair Team and expected impacts are captured below: -191770 144780 0 0

We already have good collaboration with TTÜ and believe that the Centre of Excellence on Maritime Cyber Security would be a good addition and the ERA-Chair hold and his/her team would come into a good place. TTÜ has a strong interest in strengthening its research potential and Estonia Is one of the leading Cyber Security countries. Estonia is strategically a very good location to establish a Centre of Excellence in Maritime Cybersecurity, not only it is bordering with countries of different political interest. In this sense the ERA-Chair professor and her/his group would come in a very vibrant eco-system. Eesti Mereakadeemia koostöös TTÜ IT-teaduskonnaga on kirjutamas projekti nimega
MariCybERA. Projekti eesmärgiks on tuua Eestisse rahvusvaheline küber-julgeoleku
spetsialist (professor), kelle peamiseks uurimisfookuseks saaks olema merendusalane
küberjulgeolek ning selle alase kompetentsikeskuse loomine. Projekti kestus on 5 aastat
(2018.a lõpp – 2023.a lõpp) ning kogueelarve ca 2,5 miljonit eurot, mille rahastust taotletakse
Horizon 2020 programmist.
Veeteede Ameti poolne toetuskiri oleks vajalik, et veenda Horizon 2020 programmi
hindajaid, et nad kiidaksid meie projektitaotluse heaks. Ühtlasi, kui projekt saab positiivse
rahastusotsuse, on see hea võimalus Eesti merendussektorile vältida/vähendada küber-
rünnakutest tekkida võivaid kahjusid, sest täna ei ole küsimus, kas rünnatakse, vaid millal
rünnatakse ning kas me oleme selleks valmis.
Manusest on leitav projekti pikem tutvustus ning samuti toetuskirja põhi, millele võib igati
omapoolseid muudatusi/täiendusi teha. Toetuskirja peaks allkirjastama käsitsi, kuna
rahastusprogramm pole veel nii hästi digimaailmaga kohenenud.
Oleksin väga tänulik, kui saadaksite oma toetuskirja skanneeringu mulle e-mailile ning
originaali tavalise postiga alloleval aadressil. Kuna taotluse tähtaeg on 15. nov, ootaksin
