Ares(2017)4836694 - 04/10/2017 To: Permanent Representations of the Member States to the EU Mission of Norway to the EU Mission of Iceland to the EU Invitation letter sent by e-mail only Lisbon, 4 October 2017 Subject: Invitation to the Workshop on Fires on ro-ro vehicle decks of passenger ferries, to be held in Lisbon on 21 November 2017 Your Excellency, The European Maritime Safety Agency (EMSA) has been established under Regulation (EC) 1406/2002, as amended, of the European Parliament and of the Council for the purpose of ensuring a high, uniform and effective level of maritime safety, maritime security, prevention of, and response to, pollution caused by ships as well as response to marine pollution caused by oil and gas installations. Articles 1 and 2.2 (d) of the amended Regulation foresee that EMSA shall cooperate with the Member States and the Commission and provide them with technical, operational and scientific assistance. In particular, the Agency provides technical support regarding developments on passenger ship safety. In 2015 and 2016, EMSA organised a workshop in response to growing concerns about the frequency of fires on the vehicle decks of ro-ro passenger ships and their potential consequences. Experts from the Maritime Administrations, the Accident Investigation Bodies and Industry engaged in extensive and fruitful technical discussions, and highlighted the findings of, and lessons learned following, recent accident investigations. The workshops also concluded that there may be solutions not yet identified that could help to avoid similar accidents in the future or to mitigate their consequences. In line with the workshop conclusions, EMSA coordinated an expert group to identify key risk areas for fires on ro-ro decks. In parallel, EMSA also commissioned the FIRESAFE I study to further analyse the identified key risks, consider possible solutions and establish what future work may be required. Both exercises reached conclusions that have been discussed and provided to IMO. The IMO SSE Subcommittee produced at its fourth session the scope of work and work plan in relation to this item following also the information provided in the FIRESAFE I study. In addition SSE 4 endorsed a two-step approach, where the first step is the development of Interim Guidelines and the second step the development of amendments to SOLAS chapter II-2 and the associated codes. In this respect Member States and international organizations were invited to submit proposals for consideration at SSE 5 in March 2018. In parallel, EMSA has commenced a procurement process for a second study on the same topic, namely FIRESAFE II which is intended to mainly focus on detection, decision, containment and evacuation following such fire incidents. Page 1 of 2 [email protected] EMSA, Praça Europa 4, 1249-206 Lisbon, Portugal emsa.europa.eu To this end, EMSA would like to invite one representative from the Maritime Administration and one representative from the Marine Accident Investigation Body of your country, to attend a 3rd workshop on Fires on Ro-Ro Vehicle Decks of passenger ferries on 21 November 2017 at EMSA’s premises in Lisbon. Please note that, unless otherwise agreed, participation will be limited to two persons per Member State. The agenda will cover various aspects of the topic in question with a particular focus on detection systems and the human element, while several relevant stakeholders are expected to participate. The workshop is intended for Member States’ experts who already have a good knowledge and are involved in the development of technical policy in the subject. The workshop will take place from 09:00 hrs to 17:00 hrs at EMSA’s offices in Lisbon (Praça Europa Nº4, 1249-206 Lisbon, Portugal). Please note that the workshop language will be English. You will find attached to this invitation the draft agenda (Annex). EMSA will cover travel, daily allowance and accommodation costs as per the EMSA Rules on Reimbursement of Expenses to Experts. With respect to the daily allowance, EMSA will reimburse 84€ (a full daily allowance) per day of meeting, or 56€ (i.e. 2/3 of daily allowance) if attending a half day of meeting. As regards accommodation, EMSA will reimburse a maximum of 120 € per necessary overnight stay (subject to the submission of a copy of hotel invoice) for the invited participants. Hotel rooms have been pre-booked for this event for one night, from 20 to 21 November, and you may book directly with the hotel through the hotel reservation form which can also be found on the registration home page.
