NOTE FOR THE ATTENTION OF DIRECTORS FOR MARITIME TRANSPORT
Dear Sir/Madam,
I have informed you at our latest meeting on 4 October in Tallinn about the Maritime
Fitness Check (MFC) the Commission is currently undertaking. This exercise concerns
amongst others the Directive on flag State responsibilities (Directive 2009/21/EC). The
contractor involved in the evaluation support study produced, as part of the evaluation
work, the attached country profile based on information already available in EMSA and
the input from your administration.
In the interest of having as accurate data as possible to be analysed in the context of the
MFC, we kindly ask you to look at your country profile and verify (or complement,
with supporting evidence) the information and data presented in the attached
document (the reference period is 2008-2015).
I would be obliged if you could come back to us by 13 November 2017. We will
consider no reaction as acceptance of the country profile.
Please be informed that:
(1) various information sources, as explained in the cover to the profile, have been used;
(2) the Commission will publish the evaluation support study for the Directive and in this
case the country profiles attached to it.
In the context of the MFC, I take the opportunity to also kindly ask you to send to the
Commission a copy of the quality management certificate(s) held by your flag State
administration for its operational activities as required by Article 8 (1) of Directive
2009/21/EC. The certificate(s) should indicate the latest renewal date as per the
applicable international quality standards.
