Coordination of frequency assignments to earth

Dear Mr. Katkov,
Taking into consideration (your letter dated 27.12.2019 No. MC-2968) with the confirmation that
your calculations show, that the receiving earth stations S.PETER6/KOSMOS-S,
S.PETER7/KOSMOS-S, VESELOV5/TDSI-24P, KALININ7/MOSKVA, KALININ8/MOSKVA
and KALININ9/MOSKVA will not be affected by harmful interference from Estonia’s fixed
service stations recorded in MIFR, we agree to coordinate the requested frequency assignments,
but kindly ask you on considering of forthcoming coordination requests to take into account the
following information:
1. Estonia is planning to take into use point-to-multipoint stations in the fixed service in the
3600-3800 MHz band in the nearest future. We already started the coordination process by
sending these stations for coordination to your Administration. Let us also draw your
attention, that ITU RR procedures should inter alia ensure equitable access to the radio
spectrum for both our countries and we foresee that this objective will be also met in the
C-band.
2. Taking into consideration the above-mentioned objective and in order to speed up the
coordination processes in the C-band, we are again proposing to discuss a possibility of
drafting an agreement for the use of frequency band 3600-3800 MHz for the use of stations
in fixed and fixed satellite services as an alternative to case by case coordination.
