Information about frequencies in English can be found in E F IS ( https://efis.dk/ interfaces used in Estonia ) . If you want to provide electronic communications services to the consumers based on the consumer agreement on the territory of Estonia you need to notify of you activity according to the Chapter 2 of the Electronic Communication Act . 2. What are the applicable laws under which this registration would be granted? Comment: To be found in previous answer. 3. Are there any additional requirements upon registration, e.g. a oneoff /yearly fee, the need to establish a local presence or appoint a representative? Comment: There are no additional requirements. Commencement of prov iding communications services is free of charge. Licensing regime 1. What type of spectrum license would we need for full operations? Comment: You do not need licence if equipment complies with above mentioned requirements for radio equipment exempted of from frequency authorisation . 2. What type of license would we need for our user terminals to operate in your geography? Comment: See 1 3. What are the applicable laws under which such licenses would be granted? Comment: See 1 4. Which type of cost recovery mechanism would you use? Comment: Non 5. Are there any additional requirements for us to operate? Comment: The equipment should not be used at the territory of airfields and near this it should be operated with the reduced power (maximum e.i.r.p . is limited with 52,4 dBW ). 6. How long would this process typically be and what are the relevant steps? Comment: See 1 7. Which areas of the Ka-Band in the bands 17.7 – 20.2 GHz and 27.5 –30.0 GHz are reserved for NGSO ESOMPs? Comment: 17.3-20.2 GHz ( space - to - Earth ) 27.5-27.8285 GHz ( Earth - to - space ) 28.445-28.9485 GHz ( Earth - to - space ) 29.5-30 GHz ( Earth - to - space ) , Estonian R adio F requency Allocation P lan ( frequency list ). ( in Estonian ) Frequencies can also be found in the EFIS in the part of Applications 8.What is your geography’s policy around exclusion zones, especially regarding e.i.r.p . values and the radii around these zones? Comment: ESOMP terminals are not to be used on airfields and maximum e.i.r.p . close to airfield shall be limited to 52 , 4 dBW according to Lisa 3 table 3.14 (page 19-20) . Lawful interception 1. What lawful interception standards does your geography require? Our ground infrastructure will comply with the following standards: • ETSI TS 101 158 v1.3.1: “Telecommunications security; Lawful Interception (LI); Requirements of network functions” • ETSI TS 101 331 v1.5.1: “Lawful interception (LI); Requirements of Law Enforcement Agencies” • ETSI TS 101 671 v3.15.1: “Handover interface for the lawful interception of telecommunications traffic” • ETSI TS 102 232-1 v3.18.1: "Handover specification for IP delivery” • ETSI TS 102 232-3 v3.7.1: "Service-specific details for internet access services" • ETSI TS 102 232-6 v3.3.1: "Service-specific details for PSTN/ISDN services; Handover specification for IP delivery" • ETSI TS 102 657 v1.22.1: “Retained data handling; Handover interface for the request and delivery of retained data” Comment: Such obligations and procedures are specified in Articles 111 1 - 114 3 of Electronic Communications Act . Communications undertaking has an o bligation to grant access to communications network , provide information, etc . 2. What are the applicable laws under which lawful interception is governed? What would the usual process look like? Comment: See 1 Electronic equipment certification 1. What electronic equipment standards does your geography require? Can we use our user terminals conforming to the below standards in your geography? Our user terminals will comply with the following standards: • Directive 2014/53/EU: The Radio Equipment Directive (RED) of the EU Parliament and Council • Directive 2012/19/EU: Waste electrical and electronic equipment (WEEE) Directive of the EU Parliament and Council • Directive 2011/65/EU: Restriction of the use of certain hazardous substances in electrical and electronic equipment (RoHS) Directive of the EU Parliament and Council • ETSI EN 303 979: Harmonised Standard for Earth Stations on Mobile Platforms (ESOMP) transmitting towards satellites in non-geostationary orbit, operating in the 27,5 GHz to 29,1 GHz and 29,5 GHz to 30,0 GHz frequency bands Comment: Correct, electronic equipment shall comply with above mentioned directives and ESOMP with this standard. 2. What are the applicable laws under which electronic equipment certification is governed? Comment: If the equipment confirms with above directives , standards and Regulation for radio equipment exempted from frequency authorisation there is no need for additional certification. Otherwise e lectronic equipment certification is governed by Product Conformity Act 1 .
