To the States Parties to the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage 30 June 2026 Ref.: CLT/LHE/26/132 Dear Madam/Sir, I am writing with regards to periodic reporting under the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage. This communication follows the previous circular letter of 13 March 2026 (CLT/LHE/26/032). Allow me, first of all, to thank States Parties for designating a focal point responsible for coordinating the periodic reporting exercise. The eleventh session of the General Assembly (17-18 June 2026, UNESCO Headquarters) approved provisionally and on an experimental basis the relevant revisions to the Operational Directives to support the move towards a single global submission system of periodic reporting (Resolution 11.GA 7). As indicated in the roadmap (Decisions 19.COM 6.c and 20.COM 6.c), the move to the new system entails the simplification of the reporting forms – Form ICH-10 and Form ICH-11. The objective of the simplification is to significantly reduce the number of questions to alleviate the burden on reporting States, while maintaining clear alignment with the Overall Results Framework of the 2003 Convention. The Secretariat is pleased to announce that the Word version of the revised reporting forms is now available, in time for the announced target timeline of 30 June 2026, on the dedicated webpage of the 2003 Convention (also enclosed): https://ich.unesco.org/en/forms. The simplification of these forms was made possible thanks to the regional consultations held online in April and May 2025 as well as the global reflection meeting held online from 28 to 30 April 2026. The participation of the focal points in these meetings was key for the consultation process. All States Parties are expected to submit their reports using the revised forms for the new deadline of 30 June 2027. As a next step, the online version of the revised reporting forms is being prepared to facilitate the electronic submission (target date: 30 September 2026). Further information on access to the online reporting system and the submission process will soon be communicated to the designated focal points. The capacity-building approach to support the move towards the new system is also in preparation and more information will follow in due course.
