LETTER OF INTENT
Call for tenders: ENV/2020/OP/0026
Cooperation with national judges in the field of environmental law
Name: Mr Andraš Tšitškan
Function: head of the legal information and judicial training department
Institution: Supreme Court of Estonia
Contact details (address, telephone, e-mail address): 17 Lossi St, Tartu, 50093, Estonia; phone
number +372 7309 075; e-mail [email protected].
Declaration:
In the event of a successful outcome to the application for tender currently being prepared by the
Academy of European Law (ERA), I would like to express the availability of my institution:
to raise awareness at national level of the training modules on EU environmental law
developed in the framework of this project;
to seek advice and assistance of ERA, if needed, when using the said training modules for
domestic training activities;
to seek assistance of ERA in updating/improving the EU dimension of existing national
training materials on environmental law issues;
to collect and process applications from trainers/judges interested in participating in the
workshop(s) organised by ERA within the project, and provide ERA with a “priority list”, if
requested, so that a selection can be made;
to assist with the implementation of – and possibly host – environmental law workshops for
a group of judges from my jurisdiction (hereinafter ‘tailor-made’ workshops) and/or together
with judges from other EU jurisdictions (hereinafter ‘traditional’ workshops);
if possible, to appoint one national expert – if possible a judicial trainer – who will be able to
speak at some of the workshops, if requested, and/or who would be involved in the
development of the training modules;
to propose environmental law themes which could be the subject of tailor-made or traditional
workshops organised with ERA;
to inform ERA of training needs in the field of environmental law identified at national level.
Reasons why my institution is suitable to play this role:
The Supreme Court of Estonia ascertains the training needs of judges, prepares their training
programmes and organises the implementation of thereof. The Supreme Court is also responsible
for the selection of Estonian participants regarding judicial trainings taking place abroad.
Authorised signatory legally representing the partner organisation:
Ms Kerdi Raud
director of the Supreme Court of Estonia
