Subject: Best practices of National Promotional Banks –
Financing of the clean transition

National Promotional Banks (NPBs) play a growing role in the financing of the economy,
filling market gaps and delivering on long-term and strategic objectives. This is crucial for
the security, sustainability and prosperity of the European Union.
The progressive shift from grants to financial instruments, such as equity, guarantees and
loans as well as the bundling of multiple sources of financing, e.g. European, national or
private, has made the role of NPBs central in the financing of the economy. NPBs are often
the only institutions with the necessary tools and expertise to deploy these instruments for
Member States.
Member States have supported these efforts in recent years, creating new National
Promotional Banks and increasing their financing, including in some cases with the direct
budgetary support of the European Union. This builds on the Commission's recent
encouragement to Member States, including in the context of the implementation and
revision of Recovery and Resilience Plans, to make greater use of National Promotional
Banks and Institutions to support investments aligned with EU strategic priorities.
To this end, the Energy Transition Investment Council announced in the Clean Energy
Investment Strategy published in March 2026, will include a subgroup made up of
representatives of NPBIs alongside the EIB Group and International Financial Institutions,
to discuss their role in accelerating the financing flows for clean energy projects.
Moreover, the European Energy Efficiency Financing Coalition, a high-level initiative
gathering all 27 Member States, financial institutions and industry organisations with the
goal of mobilising private investment in energy efficiency, is also working closely with
NPBs.
The Commission recognises these efforts and strongly encourages cooperation among
Member States and NPBs. In this context the Commission aims at identifying good
practices from NPBs for the financing of the clean transition and affordable housing that
could be replicated in other Member States.

We would be grateful if you could request NPBs in your Member State to provide us with
a short description of schemes, financial instruments, operations they realised to support
the clean transition. We are in particular looking for examples related to: decarbonisation,
energy production, transmission and distribution, energy storage, heating and cooling,
services and prosumers, energy efficiency, or other relevant category. Housing will be
dealt with separately.
We are not looking for comprehensive replies but for a limited number of examples, which
your NPBs may be willing to communicate on. We would particularly welcome examples
that could serve as good practices and potentially be replicated in other Member States.
Priority could be given to examples considered by the NPBs as particularly innovative,
scalable or replicable. All types of measures are relevant: State aid under the General Block
Exemption Regulation or notified to the Commission as well as market conform activities;
measures financed by national funds as well as operations supported by EU funds including
InvestEU.
The description should be succinct explaining in a simple manner the objectives, the
structure of the operation (origin of the funds, type of financial instruments, intermediaries,
beneficiaries – graph may help), the legal basis if any, the impact of the instrument if it can
already be measured.
