The GLMC Ministerial Roundtable
The 2023 GLMC Ministerial Meeting gathered Ministers of Labor from 26 countries
who were hosted by H.E. Al-Rajhi for a 100-minute roundtable where each
minister contributed a brief statement on the topic «How to prepare workforces
(educate young people and train/reskill workers) to be capable to work with
tomorrow’s advanced technologies?»
This year, the Ministerial Roundtable will host 45 Ministers from around the
world.
What role does the Ministerial Roundtable play in GLMC
The Ministerial Roundtable incudes policy-makers in the Conference in a
meaningful and mutually beneficial way and underscores its positioning in the
Conference as a globally relevant, impactful and inclusive event that seeks the
collaboration of a wide range of global stakeholders.

Ministerial Roundtable - Context
The Topic that will be covered is as follows:
Innovative Solutions for Strengthening Youth Employment Across Diverse
Markets
Participating Ministers are invited to contribute their thoughts on the above
topics in a brief address (up to three minutes), bringing the unique perspective of
their respective countries and share relevant initiatives and policies with the
group, focusing on lessons learnt. The agenda for the Roundtable is of high
interest for the private sector as well. Ministerial Roundtable will therefore include
an economist and a private sector leaders as well as Ministers of Labor.
The session will be private (media will only be allowed to take photos for the first
10 minutes. Suggested action points will be shared afterwards but will not be
attributed to countries or individuals.

Why this theme?
Youth unemployment is a global issue, affecting advanced and developing economies
alike. The global average of youth unemployment is approximately 15% and
considerably higher in many countries (ILO)
Employability decreases rapidly when entrants to the job market don’t find work
The jury is out as to whether AI and other newer technology mostly threatens – or
enhances workers - in lower-skilled and entry jobs or higher-skilled, senior jobs
Suggested questions for the Ministers to cover
What innovative solutions for strengthening youth employment have been applied,
and with what results?
What new initiatives or trials will be tested? Particularly with regards to getting young
job seekers into jobs quickly.
Based on evidence from the above, what impact on youth employability is technology
considered to have?

Sharing experience of successful initiatives that can be replicated in other countries –
and likewise those that deliver positive results
Gathering evidence on the real role of AI and other newer technologies on

Tech leaps, green jobs, and longer lives mean constant upskilling and reskilling. This
pillar will take stock of what we have learnt about minimizing skills
mismatches: What are effective ways of encouraging a culture of lifelong learning
and what role do employers play? What impact is the use of digital technologies
having on employment and pay? Would focusing on skill-based hiring as opposed
to traditional credentials be more effective in the future labor market?

Some markets are showing increased productivity rates, but it’s far from a
homogenous story around the world. We discuss which drivers of productivity
(technology implementation, improved work conditions, organizational
restructuring, reskilling programs…) leveraged by productivity leaders can be rolled

Young workers face a tough start: market-skills mismatches lead to

On the Agenda – 6 New Pillars
05 Growing Green Jobs for a Just Economy
Climate change disrupts domestic and global labor markets, from heat stress to
industry shifts, resulting in employment strains and even losses. At the same time,
the transition to a greener economy creates demand for new skills, which are often
better paid and lead to healthier jobs. This pillar considers how to ensure the green
transition is inclusive and equitable, offering meaningful and productive jobs. Can
we improve the supply of green skills through enhanced demand forecasting and
training?
06 SMEs and New Work Models as Job Creators
Over 90% of businesses globally are SMEs and these represent approximately 50%
of all jobs. While they may not be able to match compensation packages offered by
larger companies, they do often offer flexibility, and in addition, tend to be agile,
have considerable innovation capacity and allow for faster career growth, which can
make them particularly attractive to young workers.
How can SMEs gain better support for growth, digital transformation and green
initiatives, to generate more meaningful and productive jobs?
