The Director-General of the World Health Organization (WHO) presents his compliments
to States Parties to the International Health Regulations (2005) (“IHR”) and has the honour to
refer to the amendments to the IHR adopted by the Seventy-seventh World Health Assembly
through resolution WHA77.17 (2024), which requested the Director-General to facilitate the
convening of the first meeting of the States Parties Committee for the Implementation of the
International Health Regulations (2005), in accordance with Article 54 bis of the amended IHR,
no later than one year after entry into force of the amended IHR. Further to that resolution, the
first meeting of the States Parties Committee for the Implementation of the International Health
Regulations (2005) will be held in hybrid format from Monday 31 August to Wednesday
2 September 2026, from 12:00 to 14:30 (CEST) on each day.
Registration for participation can be initiated as of 28 July 2026 by going to the following
link: https://events.who.int/IHR1 and should be completed by 24 August 2026. A credential will
be required during registration in CVENT. It will not be possible to register after the deadline.
States Parties are strongly encouraged to ensure that their National IHR Authorities,
responsible for the coordination of the implementation of the IHR in the jurisdiction of their
respective State Party pursuant to Article 4 of the IHR, are included in their delegation. With
reference to Circular Letter C.L.34.2025 (14 November 2025), the Director-General takes this
opportunity to reiterate the invitation to States Parties, who have not yet done so, to establish or
designate their National IHR Authority and to communicate its contact details by emailing the
WHO Secretariat at
[email protected]. In addition to National IHR Authorities, States Parties
are encouraged to include in their delegation a representative of the National IHR Focal Point,
responsible for event-related communication pursuant to Article 4 of the IHR.
