I have a question concerning the Approval of Ballast Water Management Plans for ships under Estonian flag. We have currently the Plan for Viking XPRS under approval and some questions has been raised concerning the possible exemptions for not exchanging Ballast Water in Estonian Waters. Do we need an exemption granted by you to be able to approve the manual and can you grant any exemptions prior to ratification the convention? Do we have any authorization for approval before you have ratified the convention or should the approval be made by you?
