ln order lo improve the quality of lhe safeseaNet (ssN)
system, and to promote ils usage, EMSA provrdes
regular reports to individual Member slates on the
status of the implementation of ssN in their countries,
together with suggested improvements.
This is the ninth report on tho Estonian ssN system,
and it analyses the main issues and findings associated
wilh SSN implementation in Estonia during May 2017.
As the status of Estonian registered ships linked to the
EU LRIT cDC rs also covered by Directive zoo2lsgtE},
this report includes, for the firsl time, a paragraph referring
to LRlr issues. This information *"s previously sent
in a separate reporl to the LRIT National competent
Authority, but the reports have now been integrated and are
sent to both the ssN and LRrr Nationar competent
Authorilies (see in copy).

1.1 lntroduction
The objective of this report is to a$sess the level
of implementation of safeseaNet (ssN) in Estonia,
on the data quality checks carried out on ssN based

2.3 System avaitability
Between March 2016 and May 2017, Estonia experienced
no full downtimes (i.e. failures affecting the
streaming interface to the ssN Graphical lnterface (Gl)
and the messaging interface to the ssN Ets
simultaneously)' within this period, Estonia was performing
commissioning tests for the provision of ship
MRS data in v3 in the production environment. These
tests affected MRS data delivery between 29rh August
and 1Oth October 2016.
Furthermore, during the same period, there were
20 partial downtimes (i.e. 1g MRS, 2 Als-Streaming
lnterface) which impacted the availability of MRS
or Als informafion (see Table A.1 in Annex t).
Recommendation No 3: Estonia is invited to take
appropriate measures to avoid downtimes in its national
ssN system, but shourd they occur, to resorve them within
a 12h period.
2.4 Missing Waste and Security information
This section provides information on the availability
of waste and security information. waste information
was not reported in 486 out of 1,149 ship calls (42.io/o),
and security information was not reported in 705
out

Recommendation No 4: Estonia is invited to analyse
the difference between the numbers of ship calls and
the relevant waste and Security notifications, and to
communicate to the shipping industry the need to
ensure that the due information is always provided.
2.5 Timeliness of notifications
This section compares the 'SentAt'(the time when
a notification was sent to ssN) with the ,ETA,, ,ATA'and
'ATD' elements provided in initial PortPlus
notifications (updates not taken into account). The
showed the following performance levels: comparisons
o sentAt vs. ETA: 99% of notifications were sent before
the ETA.
o sentAt vs ATA: 95% of notifications were sent within 3
hours of the ATA and so/owere sent 3-72 hours
after.

of the ATD and 3%were sent 3-72 hours
after.
With respect to PortPlus notifications containing Hazmat,Waste
and Security elements:
o HazmatEUDepartures: 100% were provided on time.
' HazmatNonEUDepartures: 2o/o of the notifications reporting Hazmat Non-EU departures (i.e.
dangerous or polluting goods coming from Non-EU ports
and bound for Estonia) were sent after ships,
arrival in port.

were sent after ships, arrival in port.

Recommendation No 5: Estonia is invited to further
improve the timeframes for the submission of the
required information.
2.6 Frequent errors
The Estonian record shows that 1,718 notifications were
rejected during May2017. These affected portplus
notifications, Ship (MRS) notifications and Ship (MRS)

Recommendation No 6: Estonia is invited to rectify the
reported quarity problems in order to ensure that
rejected messages are eliminated.
2.7 The Estonian LRIT status
This new section deals with actions required relative
to Estonian flagged ships that are registered in the EU
LRlr ship Database' on23 June 2017, there were 18 ships
registered in the database, all of which were
integrated and reporting to the EU LRlr cDC in
accordance with the LRlr standard (every 6 hours).
By cross-checking with external sources, EMSA found that

276718000, Call sign ESCV, Ship name Castor)
may have changed from the Estonian to the Latvian 1ag.
Recommendation No 7: Estonia is invited to confirm
whether the ship has left the Estonian registry, and if
so, to remove it from the LRIT ship database.
