Dear Mr Leshchenko,
On behalf of the Estonian Judicial Delegation, I want to sincerely thank the Prosecutor
General's Offrce of Ukraine for hosting us during our recent visit.
We are deeply grateful to you and your colleagues at the Department for Countering Crimes
Committed in the Conditions of Armed Conflict for your kind reception and insightful
discussions. Our visit to the War Crimes Documentation Headquarters, as well as the meeting
with the interagency working group of military specialists and advisers, were indeed
informative and beneficial to our work.
Discussing the complex challenges related to investigating violations of the laws and customs
of war gave us a clear understanding of the reality you face in combatting crimes against
humanity and international security. We also value our visit to the Prosecutor's Training Centre
and the engaging meeting with the Director, Ms Iryna Chechotka.
We are particularly grateful to Ms Valeriia Melnyk for her excellent coordination and genuine
care throughout our visit, as well as to Mr Oleksandr Ziuz for his assistance in Irpin and Kyiv.
Moreover, please accept my sincere thanks for the invitation to the conference "United for
Justice - Accountability for Crimes against Civilians," to be held on 7 May 2026 in Kyiv.
Regrettably, I am unable to attend due to prior commitments, which could not be rearranged.
I wish you every success with the organisation of the event!
Once again, I would like to express that we left with deep respect for the vital work that
Ukrainian prosecutors and investigators are carrying out under such difficult circumstances to
ensure accountability and the proper administration ofjustice. The Estonian delegation stands
firmly with our Ukrainian colleagues and looks forward to continued cooperation.
