This Congress was initially going to be held in the second half of September 2020. However, the Constitutional Council of Algeria and the Secretariat proposed that this Congress be postponed to 2021, for the following reasons: • In 2020, several groups will be holding their respective congresses, the European Conference (which follows the same triennial pace as the World Conference), the Ibero-American Conference, the Asian Conference, the Eurasian Conference (formerly the New Democracies), and in early October 2020, the Austrian Constitutional Court, which is at the origin of the Austrian or Kelsenian model of constitutional courts, will celebrate its 100th anniversary. • The Algerian Constitutional Council will participate in the presidential election, notably in its phases relating to the proclamation of the results and the treatment of appeals. The vote scheduled for July 2019 has been postponed to another date that is not yet fixed. For these reasons , the organisation of the 5th Congress will prove to be difficult for the autumn of 2020. Therefore, the Bureau of the World Conference has decided to postpone it to the year 2021. The exact date will be indicated at the next meeting of the Bureau, on 21 March 2020, at the latest. As a consequence, the deadline for the replies to the questionnaire is postponed to 30 April 2020. Attached, you will find the questionnaire and its additional part II on the stocktaking of the independence of the Courts. Yours faithfully, Schnutz Dürr *** Cher(e) membre du Bureau de la Conférence mondiale sur la justice constitutionnelle, Lors de sa réunion à Vilnius en Septembre 2017, le Bureau a accepté l’offre du Conseil constitutionnel d’Algérie d’organiser le 5e Congrès de la Conférence mondiale sur la justice constitutionnelle à Alger. A l’origine, il était prévu d’organiser ce Congrès la deuxième quinzaine du mois de septembre 2020. Cependant le Conseil constitutionnel d’Algérie et le Secrétariat ont proposé de reporter la tenue du Congrès à 2021, pour les raisons suivantes : • En 2020, plusieurs groupes organisent leurs congrès respectifs, la conférence européenne (qui suit le même rythme triennal que la conférence mondiale), la conférence ibéro-américaine, la conférence asiatique, la conférence eurasienne (anciennement les nouvelles démocraties), et début octobre 2020, la Cour constitutionnelle d’Autriche, qui est à l’origine du modèle autrichien ou de Kelsen de cour constitutionnelle, fête son 100e anniversaire. • Le Conseil constitutionnel algérien est partie prenante de l’élection présidentielle, notamment dans ses phases relatives à la proclamation des résultats et au traitement du contentieux. Le scrutin prévu pour juillet 2019 a été reporté à une autre date non encore fixée. Pour les raisons sus-évoquées, l’organisation du 5e Congrès paraît difficilement réalisable à l’automne 2020. C’est pourquoi, le Bureau de la Conférence mondiale a décidé de le reporter à l’année 2021. La date exacte sera indiquée, au plus tard, lors de la prochaine réunion du Bureau, le 21 mars 2020. En conséquence, la date limite pour les réponses au questionnaire est reportée au 30 avril 2020.
