Dear President Kõve,
ln May 2020 the German presidency of ACA-Europe will end with the colloquium in Leipzig.
We very much hope to then have contributed to the further development of the European
legal community by having conducted five seminars and a colloquium and by having upheld
further ACA-Europe activities such as the judge exchange, several worklng groups, the data
bases and the forum.
It is my desire to conserve the results of our work, so more colleagues and interested
professionals can benefit from it. This holds particularly true for the three seminars and the
corresponding transversal analysis of 2019 which have brought forth many insights into the
machine rooms of European courts. As I have outlined in the last newsletter, the ACA-Europe
executive board supports my idea of publishing a book about the results of these seminars.
The book will be published in the three languages English, French and German. Translations
into other languages will be possible. The publication shall comprise the general reports of
the three seminars and an overall evaluation which will be prepared in the following months.
The book shall also contain colour photographs of a regular supreme court panel in full
vesture of every member and observing court during a court room hearing. This way
traditions and working methods can also be visualised.
The ACA budget will not suffice to finance such a project. Therefore, we negotiated an
agreement with the C.H.BECK publishing house from Munich which can be outlined as
follows:
C.H.BECK produces a high quality book in three languages in which we are free to integrate
coulour photographs from judges ln action as described above. They will produce a small
edition of 400 to 500 books, the price of which will be 249 Euros apiece. ACA-Europe will
assume responsibility for the texts in all three languages and commit to purchasing 100
copies. The rest of the edition will be made available on the free market.

The Federal Administrative Court will bear the costs of translation into German. lt is also
committed to buy approximately 20 copies of the book. ln this context, I would be very
grateful if you as a member or observer of ACA-Europe could also commit to purchasing a
certain number of books. lf all works well, C.H.BECK should be able to produce the book by
spring 2O2Lso that it can be presented atthe General Assembly in Rome. The books could
be meant to be distributed to the libraries of Councils of State and Supreme Courts
themselves, of the Ministries of Justice, of the ConstitutionalCourts, of Law Faculties etc.
C.H.BECK has agreed to give licence (for free) to any ACA-Europe member to produce and
distribute the book on their own cost in any language other than English, French or German.
We know that some members have already expressed such an interest. lt would be highly
desirable to make this book available in even more than three languages.
Finally, I would like to ask you to send in photographs as described above. ln this context, it
is very important that no copyright of a third person hinders their publication or causes extra
costs. Details about the photographs and your purchase commitment can be found annexed
to this letter. Please return this form by 3 April 2020.

Granting of rights for photographs
The publishing house C.H.BECK (WilhelmstraBe 9, 80801 Munich) gains the right to make
extensive use of the enclosed photographs for the duration of the copyright. This right is
unrestricted in terms of time, place and content, includes commercial use and covers all
known and unknown types of use. This applies in particular to the right to copy and
disseminate, the right to print, the right to facilitate public availability and the right to edit.
The publishing company is entitled to grant or to transfer the aforementioned rights to third
parties. This granting of rights shall be subject to German law; Munich shall be the sole place
of jurisdiction.
