My name is John Hannan and I am the Director of International Partnerships at IFPSP. I am writing to
officially invite the Estonian Military Academy to participate in person in the upcoming 6th Annual
Forum, which will be held in Palermo, Italy, from March 22 to 25, 2026.
IFPSP, a federally registered "not-for-profit" corporation in Canada, was founded in 2019 with a mission
to learn from our past, educate and inform future generations about the history of world peace, and bring a
higher level of reasoning to the discussion of what it accomplishes, in the digital age, and lasting peace,
security and prosperity.
The IFPSP supports and promotes positive peace, the United Nations Sustainable Development Goals
(SDGs) 13, 14, 15 related to climate change and 16 related to judicial institutions, United Nations Security
Council Resolution 1325 on the role of women in peace and security (WPS) and the eight pillars of
positive peace developed by the Institute for Economics & Peace (IEP).
Only by diligently defending the eight pillars of positive peace can society's prosperity be attainable and
sustainable. By exploring the core values of individual freedom, democracy, the rule of law, and universal
human rights through the lens of the eight pillars of Positive Peace, organizers hope to inspire the next
generation of young leaders to a renewed understanding of the importance of the institutions they stand
for.
The IFPSP and its forums, conferences and other educational activities aim to:
• Reconnect our youth to the values and institutions that have made our societies peaceful, safe and
prosperous;
• Familiarize our youth with the World Prize for World Peace in terms of its humanitarian
consequences and its effects on climate change, migration and human rights;
• Explore what is needed to ensure that young people have access to conditions that allow them to
have hope for their future, such as freedom from violence of any kind, access to the

education and economic opportunities, health care and social protection, as well as safe and
affordable civic spaces (online and offline) and a meaningful voice in their communities and at all
levels of government;
• enable young people to understand the lessons learned from armed conflict and peacebuilding in
the past, as well as what is happening in the world today;
• explore the role that peace officers and arms professionals have played and continue to play in
building and protecting peace;
• support the development of skills needed in youth for peacebuilding and advocacy, such as
conflict resolution, critical thinking and problem-solving; and
• Teach youth how inclusive partnerships with other organizations can be ways to organize their
own peace and security agenda at all levels of community and government engagement.
Why is the Forum needed?
Globalization and the interweaving of our economies, mass migration, war and poverty, the rise of
nationalism, instant revisionism and radicalism, as well as the hurricane-force winds of a global pandemic
and the proliferation of social information platforms (many of which have few or no regulated standards),
combine to create unprecedented international complexity and interconnectedness. In this context,
democracies are in decline.
Opinions and perceptions in this complex environment are often formed from sound bites, rather than
through reasoned, evidence-based human analysis. Young people, the generation native to instant
communications technology, are particularly sensitive to information or the promotion of "fast food" and
exposure to "misinformation."
The effects of mass migration, resulting from conflict and adverse situations, are testing existing systems
to respond appropriately and compassionately. Addressing critical humanitarian needs and economic
necessities has spurred the growth of immigration in liberal Western democracies for years. New citizens
from cultures without democratic institutions must make enormous efforts to support their integration and
adaptation to democratic values and systems.
In this reality, fundamental questions must be considered:
1. Does the average citizen understand the fundamental principles of a peaceful and prosperous
democracy?
2. Does the majority of citizens around the world recognize the systems and institutions that ensure
justice and equality for their citizens through the application of the rule of law, both within and
between nations?
3. How can a peaceful society protect all its members from internal injustice and threats of
aggression from other external actors?
4. How can citizens ensure the security of their society while respecting the rights to freedom?
The 2025 Forum was the most attended to date, and the first to provide a platform for the publication of
academic papers, through the Martello Papers at Queen's University in Kingston, Canada. This aspect has

attracted the attention of civilian university professors and graduate students, who are always looking for
opportunities to publish their work in peer-reviewed journals. I've included a summary of the 2025 forum
for your information, which lists the highlights of the event, as well as a list of attendees and sponsors.
We are very proud and grateful to have the continued support of the Italian Ministry of Defence, the
Regional Government of Sicily. and the City of Palermo and the Università degli Studi di Palermo
(UNIPA) as hosts of next year's Forum.
We are delighted to have had as previous participants the London School of Economics, the University of
Paris, Tufts University, the Helmut Schmidt Institute of the University of Hamburg, Queen's University,
Laval University, the University of Sherbrooke, Concordia University, the University of Oxford, the
University of Cambridge, the University of Stellenbosch. and the University of Edinburgh, among others.
The theme of the 2026 Forum that was chosen by the Academic Committee is "Creating Adaptive Forces:
Building Military Resilience in a Changing International Landscape".
The 2026 Forum invites military academies to explore innovative strategies to develop adaptable and
future-ready forces. Through expert panels, workshops, and a poster exhibition, participants will examine
topics such as force structure and training, leadership training, technology integration, and resilience
training, equipping the officers of tomorrow to navigate the complexities of an unpredictable global
security environment.
It is currently planned to have the following academic activities: two panels with related discussion
activities for students, as we anticipate a large student audience, two interactive workshops and a poster
exhibition.
Feedback received through the post-Forum survey indicates that the poster contest has been very popular
and that there is a desire for more time for interactivity. This is the reason behind the decision to remove a
panel and allow more time for participants to interact.
A written report prior to the Forum on the theme and panels will be prepared and distributed prior to the
event. A more detailed description of the panels, as well as the related activities of the Forum, will be
attached to the revised document. The sequence and timing of events is still subject to change, at this
time.
We will again use the services of a local travel agency to coordinate accommodation and ensure that the
best prices are obtained. We have established contacts through our allies in the Italian Chamber of
Deputies in order to obtain appropriate assistance from the Italian Ministry of Foreign Affairs in order to
simplify the visa requirement in order to avoid misunderstandings and delays. We hope to have a detailed
set of clear instructions in the coming weeks, as well as a designated point of contact to resolve any issues.
There are no fees associated with attending the Forum’s activities. However, we would like to clarify the
terms of our invitation.
• It is the sole responsibility of all attendees to cover all travel, lodging and living expenses related
to attendance at the Forum. The IFPSP does not offer any financial support for attending
participants;

• All reservations and travel bookings are the responsibility of the attending participant(s). The
IFPSP has arranged for a single Point of Contact (POC) to arrange hotel bookings to optimize
costs. The POC is Mrs. Eleanora Campanella of Viaggi Conca d’Oro srl. Her e-mail is

should be planned to arrive on Saturday March 21 and depart on Thursday March 26.
• The IFPSP assumes no responsibility for the obtention of any required travel visas, nor will the
IFPSP provide any guarantee of sponsorship in support of the issuing of any required documents.
It is the sole responsibility of the attendee to ensure that any, and all required supporting
documents are presented to the issuing authority
We hope that you will approve and support the in-person participation of the Estonian Military Academy
in March 2026, as we can promise an unforgettable experience for the cadets and officers who attend. I
would also like to invite you personally, or a representative of your staff, to attend, if it fits your schedule.
The dates of 2026 have been chosen specifically to take place after the end of the Muslim holy month of
Ramadan and before the start of Easter Holy Week to allow for maximum participation from all
academies.
For your information, in-person contingent sizes vary by country and academic setting and there are no
minimum or maximum requirements. Among the most numerous are the British and Romanians, with an
average of 35, while the smallest representation is made up of a single officer and a single cadet from
Poland. We have learned from each of the previous forums through the constructive feedback we received
from participants who responded to our post-Forum survey, and we hope that the 2026 edition will be the
largest and most successful yet! Please do not hesitate to contact me if you or any member of your staff
