Annex 2 The information on the Ukrainian international broadcasting channel "FREEDOM" The state-owned enterprise "Multimedia Platform for International Broadcasting of Ukraine", acting in accordance with the Law of Ukraine "On the System of International Broadcasting of Ukraine", was established to protect the national interests of Ukraine abroad, to form and maintain a positive image of Ukraine in the world by promptly, objectively informing about events in Ukraine, official domestic and foreign policy and position of the state, the activities of state authorities and local governments. The state enterprise "Multimedia Platform for International Broadcasting of Ukraine" includes the "FREEDOM" channel. In view of the war unleashed by the Russian Federation in Ukraine, in a context of incomplete access of Russian citizens to truthful information, and also due to the fact that the Russian-speaking population of Europe and the world is misled by Russian propaganda, the TV project "FREEDOM" ("FREEHOUSE") was launched on the Ukrainian international broadcasting channel UATV (now - "FREEDOM") , carried out with the support of the President of Ukraine Volodymyr Zelensky, the Ministry of Culture and Information Policy of Ukraine, the National Council of television and radio broadcasting of Ukraine, media groups "Media Group Ukraine", " StarLightMedia ", "1+1 media", " InterMediaGroup ". Why the "FREEDOM" channel? Because the Ukrainian international broadcasting channel "FREEDOM" has already been existing for 7 years and has an extensive distribution network. Since 24.02.2022 the "FREEDOM" is being broadcasted in: Bosnia and Herzegovina https://telemach.ba/eon-tv/tv-paketi/ Republic of Bulgaria https://www.vivacom.bg/bg/eon/eon-paketi Greece https://epg.nova.gr/ Republic of Serbia https://sbb.rs/eon-paketi/?nopaper=1 Republic of Slovenia https://telemach.ba/eon-tv/tv-paketi/ Republic of Croatia https://hr.eon.tv/tv-paketi/?existing=0 Montenegro https://telemach.me/eon-paketi/ other European countries (Total TV, ОТТ) https://totaltv.tv/int/televizija/tv-kanali/ The Ukrainian international broadcasting channel "FREEDOM" is broadcasted from satellites: " Hotbird 13C" (Europe, Middle East, North Africa, European part of the Russian Federation, Caucasus, Central Asia); " Turksat 3A" (Europe, Middle East, North Africa, European part of the Russian Federation, Caucasus); " BulgariaSat 1" (Europe, Middle East, North Africa, Caucasus); satellite of the DTH platform Bulsatcom , which included us on the basis of a sublicense with the Bulgarian distributor Virgin Group. " AzerSpace 2/Intelsat 38" (Europe, Middle East, North Africa). The capacity of this satellite is used by the company "United Group", which provides TV services in the Balkan Peninsula (countries of the former Yugoslavia and Greece) - included us on the basis of a sublicense with the Bulgarian distributor Virgin Group. So, "FREEDOM" is available to satellite TV subscribers from the UK and Portugal in the West - to the Urals and Central Asian countries in the East (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan), from Iceland and Norway in the north - to the African coast (from Morocco to Egypt) and the countries of the Arabian Peninsula (Saudi Arabia, UAE). In addition, the Ukrainian international broadcasting channel "FREEDOM" is being rebroadcasted in cable, DTH, IPTV (OTT) networks of the following countries: Austria, Azerbaijan, Bangladesh, Bulgaria, Bosnia and Herzegovina, Germany, Greece, Georgia, Estonia, Indonesia, Spain, Canada, Kyrgyzstan, Latvia , Lithuania, Malaysia, Moldova, Nepal, Netherlands, UAE, Poland, Portugal, Serbia, Slovakia, Slovenia, USA, Thailand, Turkey, Croatia, Montenegro, Czech Republic, Switzerland (32 countries). There are more than 700 partners that rebroadcast "FREEDOM" , among them are: "CANAL+" (Poland, 2.1 million DTH subscribers), "Vectra S.A." (Poland, 1.7 million CATV subscribers), " Türksat A.Ş" (Turkey, 1.3 million CATV subscribers, 1.2 million DVB-C subscribers, 0.5 million IPTV subscribers), "United Group" (Netherlands , about 1 million DTH subscribers), " Bulsatcom " (Bulgaria, 0.7 million DTH subscribers), "Slovak Telekom" (Slovakia, 0.6 million CATV and IPTV subscribers) and many others. According to approximate calculations the potential audience of "FREEDOM" channel is more than 50 million households. The Ukrainian international broadcasting channel "FREEDOM" now looks like an informational marathon (16 hours) from 8.00-00.00 and at other time of the day it broadcasts the stories and explainers on topics relevant to the Russian Federation and Russian-speaking citizens of the world, as well as the interviews with famous Russian opposition politicians, artists, etc. Now we can not count the ratings of TV viewing, but since the beginning of the project on the 10 th of March by the 25 th of March there were 45.6 million views of the content of the project, as well as worth noting that according to Google Analitics about 53 percent of viewers were from Russia, Belarus and Kazakhstan. So , we definitely hit the target audience with this project that we were trying to reach.
Annex 3 Information Partnership Plan for Ukraine SETS OF ISSUES: 1. COORDINATION OF ANTI-DISINFORMATION STRATEGY a ) Establishment of a standing bureau for information exchange regarding Russian disinformation narratives. Main tasks: Exchange of media and monitoring content; Monitoring and identification of remnants of Russian propaganda centers in the West and the Global South, including attempts of mimicry; Monitoring and identification of centers of Russian influence in the Global South (countries of Asia, Africa and Latin America); Main products: Weekly and ad hoc bulletins on the current main disinformation narratives of the Russian Federation; Monthly reports on centers of Russian propaganda in Western countries (for policymakers to facilitate drawing of sanctions, etc.); Monthly report on centers and narratives of Russian propaganda in the countries of Asia, Africa, and Latin America. b) Joint work with Social Networks (Tech Giants) in countering the influence the influence of Russian propaganda and their information operations (the ultimate goal is the realization of a unified position (“one voice”) of Ukraine to global tech platforms to fight against disinformation and fakes ). c) Promoting the criminalization of Russian hate speech propaganda (dehumanization of Ukrainians), which led to war crimes ( Bucha , Borodyanka , Izyum and others). 2. SANCTIONS a) Cooperation in the field of information exchange about individuals, legal entities and information resources that disseminate Russian propaganda and disinformation; b) Applying the sanctions against individuals and legal entities that spread Russian propaganda and disinformation ; c) Ensuring the implementation of sanctions by monitoring the presence of Kremlin propaganda channels in the media space of the respective countries, as well as preventing the media broadcasting of sanctioned TV channels by national regulators. 3. INTERNATIONAL BROADCASTING a) Promotion of the Ukrainian television channel "FREEDOM", which is available via satellite services throughout Europe, North Africa, Middle East and Central Asia (from Great Britain and Portugal in the west to the Urals mountains and the countries of Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan) in the east, from Iceland and Norway in the north - to the African coast of Egypt and the countries of the Arabian Peninsula (Saudi Arabia, UAE); b) Promoting the placement of the Ukrainian TV channel "FREEDOM" to the TV channels list in the hotels of the respective countries instead of Russian propaganda TV channels ; c) Distribution of English-speaking and Arabic-speaking content of the "FREEDOM" TV channel, which is available on digital platforms ; d) Facilitating the professional activity of TV channel journalists. Creation of an own international network of press-bureaus abroad and of a partner network for content exchange (offices in Brussels, London, Istanbul, former Soviet countries of Asia (Astana); e) Holding a forum for media working with a Russian-speaking and Belarusian-speaking audience (in particular, public broadcasters of Estonia, Poland, Finland, etc., Russian-speaking broadcasters working abroad can also join, regardless of the influence of Putin's federal government). Development of a common approach and coordination regarding anti-propaganda in Russian and other languages, redirecting the former audience of Russian speaking channels in the EU countries towards the "Freedom" channel. The channel "FREEDOM" becomes the platform and the driving force of this discussion and sets trends ; d) Discussion with tech giants about the possibility of either placement of "FREEDOM" content onto their platforms or the loyal conditions of such content promotions. 4. CREATION OF THE UKRAINIAN MEDIA SUPPORT FUND a) Signing of a memorandum on the establishment by the participating countries of a special financial fund to support the mass media of Ukraine and to coordinate efforts to counter Kremlin propaganda (as a solution to the issues raised); b) Establishment of the Ukrainian Media Support Fund; c) Nominating the management for coordinating the activities of the Ukrainian Media Support Fund.

Minister of Culture of the Republic of Estonia
Piret HARTMAN
Dear Ms. Hartman, dear colleague,
First of all, allow me to extend to you the assurance of my highest consideration and
to express my deepest gratitude for all the enormous support of the Ukrainian people
by your state. I am confident that this sincere and generous assistance from you – true
friends of Ukraine - will stay in our hearts forever!
It was my great pleasure to meet you and your colleagues online on the 19th of October
and with this follow-up letter I would like to emphasize and concretize the issues that
were discussed.
One of the most pressing issues is the cultural heritage protection. More then 540
cultural heritage sites have already been broken or destroyed by the russian military.
Besides, there are numerous cultural institutions like libraries, museums, theatres, art
education institutions which were also damaged. One of the top-priority tasks for us in
the current situation is to preserve and safeguard the buildings in the winter period. As
we discussed during the meeting, I attach the list of the urgent needs to this letter
(Annex 1). I take this opportunity to stress that the generators are the most needed
equipment now, as the energy system has been severely damaged and all the regions
of Ukraine now suffer from the blackouts.
Besides, it will be extremely useful for our side to launch peer-to-peer cooperation
between Estonian and Ukrainian cultural institutions and to organize study visits of the
Ukrainian specialists

.
Another sphere which was discussed and in which we would like to deepen our
cooperation is information policy. In times of Russian aggression against Ukraine,
when we became aware that Russia is literally threatens the whole democratic world
the issues of fighting the Russian propaganda, sanctions against Russian propaganda
media-channels are becoming vitally important. We do appreciate the efforts already
made by Estonia in the field and suggest more intense cooperation in the media sphere.
Namely, we suggest broadcasting the Ukrainian TV channel FREEDOM in order to
provide people in Europe with the objective information in Russian language. The
information on the TV projects can be found in Annex 2.
I would also like to inform you on the initiative on “Information Rammstein” –
Information Partnership Plan for Ukraine (Annex 3) which we would like to introduce.
I take this opportunity to thank you once again for the support the
Republic of Estonia provides for the Ukrainian artists, cultural actors who were in need
of seeking temporary protection in your country. At the same time, I have to emphasize
that the sphere of culture inside Ukraine suffers now severely. As we have discussed
during the meeting, the Ukrainian State is deprived of providing the cultural sphere
with the support envisaged in the State budget for the year 2022 for the Ukrainian
Cultural Foundation (EUR 25 million) and the Ukrainian Book Institute (EUR 15
million). We ask you to consider the possibility of providing the cultural sphere in
Ukraine with the immediate support.
Taking this opportunity, I would like to thank you for mentioning the necessity of
updating the Programme of Cultural Cooperation between our Ministries. We will be
grateful if you could send us the draft of the new Programme so that we could together
fill it with the concrete and specific actions and measures beneficial for both our sides.
I would like to thank you one more time for the consistent support and solidarity
Estonia provides for Ukraine in such dark times for our State. It is extremely valuable
for us now when we fight for our future and freedom.
