Dear ladies and gentlemen!
The actions of both individual Member States and the European Union as a whole are aimed
at the active protection of cultural heritage, which includes the care for immovable monuments. The
diversity of experiences provides the basis for the promotion of good practices, as well as the search
for the best solutions that could be implemented in individual EU countries for their own specific
needs. Monuments are the embodiment of our heritage and memory. We must ensure their
protection for the next generations.
According to the research results of Professor Jan Pruszyński, as a result of military operations
during World War I, at least 170 thousand buildings of significant historical value were destroyed in
Poland. Until the regaining of independence by the Polish Nation in 1918, Polish culture had lost most
of its immovable monuments, and the condition of many was poor. However, Polish studies from that
period still indicated that “the treasury remained quite rich". Prior to the outbreak of World War II,
there were 12,000 registered historical buildings. 840 objects were entered in the register of
monuments. However, the interwar period did not allow for a full inventory of the monuments, and
we are unable to assess the actual possession of the historical resource in 1939.
According to available estimates (Professor Jan Pruszyński, Józef Dutkiewicz PhD, Professor
Bohdan Rymaszewski), as a result of World War II, 50% of registered historical buildings were
destroyed by the aggressors (Germans and Russians). According to available estimates, 7.5 thousand
historical buildings were destroyed during this war, with 12 thousand significantly damaged. The losses
in the total number of immovable monuments of Polish culture as a result of this war are estimated at
30 to 43%. War damage to the substance of the capital city of Warsaw amounted to as much as 85%.
The Republic of Poland also lost huge cultural heritage resources in the territories incorporated
into the Union of Soviet Socialist Republics (present-day Belarus and Ukraine). In the period between
1945 and 1989, the Polish Nation, due to the incorporation of the Polish state "above our heads" into
the sphere of influence of the USSR, could not take care of its heritage as nations in the free world
could.
Being aware of such great losses and the value of the remaining historic property, we decided
that the care of monuments will become the priority of the current generation in accordance with the
European idea of sustainable development based on the pillars of society, economy and the natural
and cultural environment. After a period of economic transformation, European integration, and
strengthening of the self-financing capacity of society, for several years, we have been launching
national programs for the care of monuments, which we combine with the European Structural and
Investment Funds. Currently, we want to use even more diverse support mechanisms and financial
instruments, effectively leading to the protection and renewal of the resource. However, our
experience in this area is insufficient for us to consider that we have the knowledge and competence
to guarantee the success of this process. However, we have friends in Europe, and it is to You that we
turn today. We would greatly appreciate if You chose to provide information on how effectively
financial instruments are built and implemented in your country to support investment processes
carried out by individuals and enterprises in the area of monument care.
Enclosed is the Research Questionnaire on the identification of loan/credit products (repayable
financial instruments) aimed at supporting investments in the field of conservation, restoration or
construction works on immovable monuments.
All the data contained in Your answers (in the returned Research Questionnaire) will be used
to prepare an expert opinion, whose authors are Katarzyna Agnieszka Obłąkowska, PhD (sociologist,
cultural heritage and public policy expert) and Artur Bartoszewicz, PhD, from the Warsaw School of
Economics (economist, expert in economic and financial instruments). The aim of the currently
developing study is the creation, by the Ministry of Culture and National Heritage of the Republic of
Poland, of effective and efficient financial instruments (credits/loans) aimed at supporting investments
of individuals and enterprises in the field of conservation, restoration or construction works on
immovable monuments under legal protection.
Thank you for joining the process of identifying good practices. We hope for a quick response
and the sending of the completed Research Questionnaire by January 15, 2023, to the contact address
of the research team. If you have any questions, please contact us, and we will be happy to dispel any
doubts.
