Teema: Information message - European Commission - Revision of the EU's Energy
Performance of Buildings Directive (EPBD)
Tähtsus: Kõrgeim

Dear EHL National Coordinators
We have been notified that our Commission colleagues in DG ENERGY are collecting information on how
many buildings could be exempt from the Minimum Energy Performance Standards under Art 9(5) of
the EPBD proposal (see hereafter).
Revision of the Energy Performance of Buildings Directive (EPBD): request for information [European
Commission]
In the framework of the revision of the Energy Performance of Buildings Directive (EPBD, the EU's main
legislative instrument aiming to promote the improvement of the energy performance of buildings
within the European Union), our Commission colleagues in DG ENER are requesting information to
detect an approximate number of buildings that would be exempt from the minimum energy
performance standards under article 9(5) of the EPBD proposal, as follows:
5. Member States may decide not to apply the minimum energy performance standards referred to in
paragraphs 1 and 2 to the following categories of buildings:
(a) buildings officially protected as part of a designated environment or because of their special
architectural or historical merit, in so far as compliance with the standards would unacceptably alter
their character or appearance;
(b) buildings used as places of worship and for religious activities;
(c) temporary buildings with a time of use of two years or less, industrial sites, workshops and non-
residential agricultural buildings with low energy demand and non-residential agricultural buildings
which are used by a sector covered by a national sectoral agreement on energy performance;
(d) residential buildings which are used or intended to be used for either less than four months of the
year or, alternatively, for a limited annual time of use and with an expected energy consumption of less
than 25 % of what would be the result of all-year use;
(e) stand-alone buildings with a total useful floor area of less than 50 m2.
In this regard, we are kindly calling on you to collect the following information:
- number of buildings with a special architectural merit at national level,
- their approximate share in the building stock,
- any other indicators that could be of use in this regard.
We have data at our disposal collected in the context of the Renovation Wave. The current objective,
however, is to have more structured information by Member States.
Apologies for the tight timeframe which is due to ongoing discussions on this specific issue.
A similar request was sent to the Commission’s expert group on cultural heritage

Tuhat tänu, armas Merilin! Sellest on väga palju abi, vastasin Juttale nii:
Dear Jutta
Thank you for your inquiry. Regarding Estonia, we can offer the following numbers:
In terms of the number of buildings with a special architectural merit at national level, there are 3088 architectural monuments* + 4299 buildings in heritage conservation areas. Unfortunately, we do not know the number of buildings in environmental protection areas, and it is not possible to get it anywhere so quickly at the moment.
In parallel, there are 141,000 buildings (54 million m2) awaiting reconstruction within 30 years. Thus, the approximate share of architectural monuments (buildings) in the existing building stock subject to the Renovation Wave is 0,05%.
I hope this answers your question. Please do not hesitate to ask for further information, as necessary.
Best regards
Veronika
* the 'number of buildings' is taken from the Building Register by type of building, because we also have items that are not defined as buildings but are protected as architectural monuments. There are actually a total of 5269 architectural monuments, but they also include shelters, parks, fences, etc.

Hei!
Andres aitas vastused leida.
Hoonetest ehitismälestisi on 3088 + hooneid muinsuskaitsealadel on 4299. Miljööaladel olevate hoonete arvu me kahjuks ei tea ning seda pole võimalik ka hetkel kusagilt nii kiiresti saada.
PS! Hoonete arv on võetud Ehitisregistrist liik hoone järgi, sest meil on ehitismälestisena kaitse all ka asju mis pole hooned tegelikult. Ehitismälestisi on tegelikult kokku 5269, aga sinna alla kuuluvad ka vared, varjendid, pargid, piirdeaiad jms.

Põhimõtteliselt on vaja kaitsealuste hoonete arvu ehk mälestised + muinsuskaitsealade hooned.

Dear members of the OMC group,
Our Commission colleagues in DG ENERGY are collecting information on how many buildings could be exempt from the Minimum Energy Performance Standards under Art 9(5) of the EPBD proposal (see hereafter).
Revision of the Energy Performance of Buildings Directive (EPBD): request for information [European Commission]
In the framework of the revision of the Energy Performance of Buildings Directive (EPBD, the EU's main legislative instrument aiming to promote the improvement of the energy performance of buildings within the European Union), our Commission colleagues in DG ENER are requesting information to detect an approximate number of buildings that would be exempt from the minimum energy performance standards under article 9(5) of the EPBD proposal, as follows:

(d) residential buildings which are used or intended to be used for either less than four months of the year or, alternatively, for a limited annual time of use and with an expected energy consumption of less than 25 % of what would be the result of all-year use;
(e) stand-alone buildings with a total useful floor area of less than 50 m2.
In this regard, we would be grateful if you could – if possible and as far as available to you –provide us with the following information:
- number of buildings with a special architectural merit at national level,
- their approximate share in the building stock,
- any other indicators that could be of use in this regard.
We have data at our disposal collected in the context of the Renovation Wave. The current objective, however, is to have more structured information by Member States.
