Within four months of the date of publication of the BR IFIC 2892 ECPTRA was communicated the comments of CZE, INS, KAZ, QAT, RUS, UAE and USA administrations with a request to provide more detailed technical parameters of the TTU101 satellite network in order to avoid harmful interreference to planed or existing terrestrial or satellite networks and information about designated service area. The USA administration requested to inform it when the Appendix S4 notification data will be submitted to the Radiocommunication Bureau. EST administration replied to the above-mentioned comments in August 2019 communicating the more detailed technical parameters and data concerning service area and; based on RR No. 9.3 showed its readiness to make all possible efforts to resolve all difficulties in order to avoid the potential unacceptable interference, which may be caused to the existing and planned satellite and terrestrial networks. EST administration also asked to specify if any parameters of TTU101 satellite network should be changed in order to avoid harmful interference, which may be caused. EST administration also informed that the territories of the above-mentioned administrations are not included in the service area of the TTU101 satellite network and any potential harmful interference will be immediately eliminated in accordance with the provisions of Radio Regulations. EST administration also confirmed to the USA administration that it will be informed after the submission of notification data to the Bureau. The EST administration replied to all comments and asked for further comments, but no further comments were received. On 03.09.2019 the list of Administrations that have submitted comments under No.9.3 of Radio Regulations was published in BR IFIC 2903 Special Section API/B/1147. According to the summary published in API/B/1147 the comments of following administrations were submitted: ALG, CZE, D, EGY, INS, IRN, KAZ, OMA, QAT, RUS, UAE, USA. In compliance with 9.3 of Radio Regulations: “ If, upon receipt of the BR IFIC containing information published under No. 9.2B, any administration believes that interference which may be unacceptable may be caused to its existing or planned satellite networks or systems, it shall within four months of the date of publication of the BR IFIC communicate to the publishing administration its comments on the particulars of the anticipated interference to its existing or planned systems . A copy of these comments shall also be sent to the Bureau. Thereafter, both administrations shall endeavour to cooperate in joint efforts to resolve any difficulties, with the assistance of the Bureau, if so requested by either of the parties, and shall exchange any additional relevant information that may be available. If no such comments are received from an administration within the aforementioned period, it may be assumed that the administration concerned has no objections to the planned satellite network(s) of the system on which details have been published. “ . Since, within the period of four months of the date of publication of the BR IFIC 2892 Special Section API/A/12301 the EST administration received comments only from CZE, INS, KAZ, QAT, RUS, UAE and USA administrations and no comments from ALG, D, EGY, IRN and OMA, then EST administration is on the position to assume that only CZE, INS, KAZ, QAT, RUS, UAE and USA comments was communicated and other administrations concerned have no objections to the planned TTU101 satellite network. Nonetheless EST administration confirm that also the territories of ALG, D, EGY, IRN and OMA will be excluded from the service area of TTU101 and any potential harmful interference will be immediately eliminated in accordance with the provisions of Radio Regulations. ECPTRA believes that from the above-mentioned description of the activities of Administrations it might be concluded that the difficulties concerning TTU101 satellite network are successfully resolved. In accordance with RR 9.4, if Bureau decides that it is necessary, ECPTRA is ready to prepare a further report to the Bureau.
