I'm Alexandre Brunet , CEO of Algora tech OU, founded in Estonia in 2017.
We are a young telecom company, providing fixed voice and SMS services and we would like
to be a licensed operator in Estonia,
We have rea d the Consumer Protection and Technical Surveillance
Authority documents and it was very useful but some subject remains unclear on our
side and since Estonian administration has been fantastically efficient and helpful so
far we are taking our chance and write you directly.
A) Regarding the license , we have registered our telecom activity in the register of
economic activity and it's said as "valid",
1. Is there a state receipt stating that we are a registered telecom operator?
2. If so do we have to provide this to the interconnection partner we will ask for a
regulated interconnection?
B) Regarding the number access
There is interesting information here https://www.ttja.ee/et/ettevottele-

it is said that we need to apply for a numbering license by filling the form and paying
the state fee.
1. How is this license different from the registration in the register for economic
activity?
2. Can you tell us what is the fee for the application? (the other fees are clearly
stated)
3. Do we need to have an ISPC and an NSPC to get numbers and to ask for a
regulated interconnection?
4. Can we have the regulatory interconnection in SIP ? (SMPP for SMS)
5. Manual to access the Number database tool and portability data base is in
Estonian, do you have an English translation by any chance?
6. Does the Number request database and the Portability base Database have
APIs ? Or has the request has to be manual ?

A) Litsentsi osas oleme oma telekommunikatsioonitegevuse registreerinud majandustegevuse
registris ja seda öeldakse kehtivana,
1. Kas on olemas kviitung, mis kinnitab, et oleme registreeritud
telekommunikatsioonioperaator?
2. Kui jah, siis kas me peame selle pakkuma sidumispartnerile, siis kas me taotleme
reguleeritud sidumist?
B) Numbrile juurdepääsu osas

öeldakse, et peame taotlema numeratsioonilitsentsi, täites vormi ja tasudes riigilõivu.
1. Kuidas see litsents erineb majandustegevuse registris registreerimisest?
2. Kas oskate öelda, mis on taotluse esitamise lõiv? (muud tasud on selgelt välja toodud)
3. Kas numbrite saamiseks ja reguleeritud sidumise küsimiseks peab meil olema ISPC ja
NSPC?
4. Kas meil on SIP-is regulatiivne sidumine? (SMPP SMS-i jaoks)
5. Numbribaasi tööriista ja kaasaskantavuse andmebaasi juurde pääsemise käsiraamat on
eestikeelne. Kas teil on mõni ingliskeelne tõlge?
6. Kas numbritaotluste andmebaasil ja teisaldatavuse põhiandmebaasil on API-sid? Või
peab taotlus olema käsitsi esitatud?
