According to our legislation only Estonian communications service providers can apply for the numbering authorisation for using telephone numbers. If you wish to apply for the numbering authorisation for using Estonian telephone numbers, you have to register your company or the branch in the Estonian Commercial Register. Please find more information about registering a company from the web site https://www.eesti.ee/eng/ettevotte_registreerimine/ After the registration in the Commercial Register, you have to submit a notice to the Register of Economic Activities on commencement of economic activities in a relevant area of activity prior to commencement of economic activities ( notice of economic activities ). According to our legislation ( General Part of the Economic Activities Code Act), the Notice of economic activities must be submitted to the registrar and registrar is Ministry of Economic Affairs and Communications. After the above-mentioned registration and notification, you can submit to Estonian Consumer Protection and Technical Regulatory Authority the Application for Numbering Authorisation and pay state fee . In order to use e-mail for sending application it must be digitally signed. We accept only Estonian authentic digital signature. Otherwise you have to use the paper version and post. The main condition for getting Estonian numbers is that the traffic must go through Estonia and be forwarded from Estonia to its final destination. On the numbering authorisation the quantity of numbers will be marked. Single numbers should be booked in the Numbering Management Database. The Numbering Management Database (NMD) is a database which enables booking and cancellation of booking on single numbers of appropriate type and in the quantity indicated in the numbering authorization. Access to the NMD will open to the owner of numbering authorization after issuing the numbering authorization. Access for foreign citizens will be granted with the e-Resident smart ID card only, which is a digital document that is used only for personal identification and digital signatures in electronic environments and it allows aliens to participate in public and private affairs, regardless of their physical location.
