Dear Mr Bolla,
You have a question regarding providing temporary work agency services in Estonia. Your inquiry was forwarded to Ministry of Economic Affairs and Communications since as of last year, temporary work agency regulation is in the competence of our ministry.
Firstly, there is no license requirement in Estonia. If an undertaking is established and acts as an intermediary of temporary agency work in another Contracting State of the European Economic Area, but also wishes to operate in the same area of activity in Estonia, then the activity of such an undertaking is subject to the requirements provided by the Commercial Code of the Republic of Estonia. If you wish to start activity as an intermediary of temporary agency labour, you must submit a notice of economic activities to the register of economic activities before commencing with economic activities. You can do that via the State Portal or a notary.
A notice of economic activities must include the following general information:
* in the case of an undertaking, which is a legal person, the name and registry code, in the absence thereof, the relevant identification code of the country of its seat (the numerical or letter combination equal to the registration number);
* in the case of a sole proprietor, the name and registry code, in the absence thereof, the personal identification code or date of birth and the name and number of the identity document; contact details (telephone number, e-mail address and postal address) of the undertaking;
* in the case of an undertaking of another Contracting State or a third country, the address of its seat if it differs from the postal address; the name of the area of activity pursuant to law (acting as intermediary of temporary agency work) and the name and code in accordance with the classification established pursuant to subsection 4 (6) of the Commercial Code (temporary employment agency activities, EMTAK classification code 78201);
* the date of commencement of economic activities in the relevant area of activity if it differs from the date of submission of the notice of economic activities; the date of termination of economic activities if the economic activities are planned for a specified term;
* the name and contact details (telephone number and e-mail) of the person signing the notice, in the case of a legal person also the basis for representation (member of the management board or authorisation).
You can submit a notice of economic activities to the register of economic activities:
* by entering the register of economic activities<https://mtr.ttja.ee/> (authentication is needed);
* by sending the digitally signed application form to the e-mail address:

* through a notary.
If you submit a notice of economic activities through a notary, the notary forwards the notice to the register of economic activities through the State Portal within the working day following its submission at the latest. The Ministry of Economic Affairs and Communications sends documents and other information to you through the notary if you have so requested upon submission through notary of a notice addressed to the economic administrative authority.
A notary fee is applied when submitting a notice through a notary. No state fee is applied for registering as an intermediary of temporary agency work.

My name is Nicolò Bolla, and I am the director of Job Teal sro, a temporary work agency based in Slovakia. Our company is currently authorized to operate under EU Directive 2008/104/EC, which governs temporary agency work, and we are registered under the Slovakian registration number 2023/64432.
