Dear Sir or Madame,
Pursuant to the Public Information Act (Avaliku teabe seadus) of the
Republic of Estonia, I hereby request access to public information held by
the Estonian Financial Intelligence Unit.
Specifically, I request disclosure of the application submitted by BB Trade
Estonia OÜ, the operator of exchange Zondacrypto, for the granting of a
Crypto-Asset Service Provider (CASP) licence by the FIU.
In particular, I request access to:
- the content of the CASP licence application submitted by Company X;
- documents and annexes forming an integral part of that application;
- information on the date of submission of the application and its current
procedural status (if a final decision has not yet been adopted).
Where full disclosure of the requested documents is not possible, I
request — in accordance with the principle of maximum access to public
information — that:
- the documents be disclosed with redactions or anonymisation of any data
protected by law (e.g. personal data), or
- the FIU indicate which specific parts are withheld, together with the
precise legal basis for each refusal.
I request that the information be provided in electronic form, and by
transmission to the requester’s e-mail address.

Thank you for your inquiry! We apologise for the late response, and kindly ask some additional
information about your inquiry.
The company in your interest has a valid operating license to offer the virtual asset services, issued
by the Estonian Financial Intelligence Unit. The license is valid until 30 June 2026. The main facts
regarding holding this license by BB Trade Estonia OÜ are available at the Register of Economic
activities: https://mtr.ttja.ee/taotluse_tulemus/544986?
backurl=%40juriidiline_isik_show%3Fid%3D265768. Should you need any more information about
this license, please let us know.
If the company wants to own the license after the end of June 2026, they need to apply it from the
Estonian Financial Supervision and Resolution Authority due to the EU MiCA regulation. The FIU has
no information as regards to that possible application submission. If you need more information
about it, please contact the FSA, see https://www.fi.ee/en.
We kindly draw your attention to the fact that FIU's anaysis of the data submitted by the service
provider to the FIU and the data declared on their website, reveals that the service is offered through
Estonian legal body only in limited capacity. Based on the website information, the company serves 8
times more clients in total than is served through the legal body registered in Estonia. As the number
of clients served through Estonian legal body is insignificant, the question remains, and the FIU has
no overview, where else do they operate or under which license.
For the context, Estonia has come a long way since issuing the virtual asset service provider licenses
and decreasing the number of authorisations (as well as the money laundering risk in the sector),
from more than 600 licenses in 2021 to 37 at the moment. We described that journey in our annual
