CIRCULAR LETTER 31/2017
13 April 2017
IHO - NIPPON FOUNDATION CHART PROJECT –
Successful Candidates for the 9th Course
(4 September – 15 December 2017)
Reference: IHO CL 04/2017 dated 13 January - IHO - Nippon Foundation CHART Project, Call for
Applications for 9th Course in Marine Cartography and Data Assessment (FIG/IHO/ICA Category
B)
Dear Hydrographer,
1. IHO Circular Letter 04/2017 (see Reference) invited IHO Member States to nominate candidates who
would benefit from the opportunity offered by the IHO - Nippon Foundation CHART (Cartography,
Hydrography and Related Training) Project that provides training in Marine Cartography and Data
Assessment, and is funded by the Nippon Foundation (NF). The course is recognized at the Category B level
by the FIG/IHO/ICA International Board on Standards of Competence for Hydrographic Surveyors and
Nautical Cartographers (IBSC).
2. The IHO Secretariat received 33 applications from 29 IHO Members States.
3. The selection panel comprising representatives from the Japan Hydrographic and Oceanographic
Department (JHOD), the United Kingdom Hydrographic Office (UKHO) and the IHO Secretariat met on 30
March 2017 at the IHO Headquarters in Monaco and examined all the applications received.
4. Candidates from Algeria (Mr Abderrahim MAHI), Ecuador (Mr Byron Andrés JARA BAUTISTA), Fiji
(Mr Kelepi BAINIVALU), Malaysia (Mr Muhammad Aizat AZMI), Thailand (Mr Aree HWANLABEH),
Ukraine (Ms Yuliia NEZHURENKO), and Venezuela (Mr Daniel Alberto ROJAS CONTRERAS) were
selected for the course that will be conducted at the UKHO in Taunton, United Kingdom from 4 September to
15 December 2017. Individual notification letters will be distributed by the IHO Secretariat with the
instructions to be followed by the selected applicants.
5. The selections listed in paragraph 4 are for the nominated personnel only. National authorities may not
substitute the selected candidates with any other personnel.
6. It is likely that another CHART course will be available in 2018, thanks to the continuing and generous
support of the Nippon Foundation. The IHO Secretariat advises those organizations whose applicants have
not been selected this time to consider re-nominating those candidates that continue to merit support when the
next call for nominations is published.
7. The IHO Secretariat congratulates those candidates that have been selected.
8. Finally, the IHO Secretariat would like to thank the JHOD, UKHO, and particularly the Nippon
Foundation, for the successful results obtained so far. To date, the IHO-NF CHART project and its forerunner,
the Japan Capacity Building Project, have trained 51 students, almost all of whom are now working in chart
production, thereby contributing directly to achieving the IHO’s role and objectives. We expect that the
selected applicants for this next course will follow the same path.
On behalf of the Secretary-General
Yours sincerely,
