Subject: European Digital Identity Regulation – National nominations in light
of the establishment of the European Digital Identity Cooperation
Group
Your Excellency,
Following the adoption of Regulation (EU) 2024/1183 for a European Digital Identity
Framework and its entry into force on 20 May 2024, the Commission shall establish a
European Digital Identity Cooperation Group (the “Cooperation Group”).
The Cooperation Group should support and facilitate cross-border cooperation and
exchange of information on European Digital Identity Wallets, trust services and notified
national electronic identification. It will replace existing expert groups, special groups and
subgroups in this area, including the eIDAS Expert Group and its certification sub-group,
as well as the eIDAS Cooperation Network and the eID technical sub-group.
The tasks (1) of the Cooperation Group include:
i. exchanging best practices and cooperating with the Commission on emerging
policy initiatives in the field of digital identity wallets, electronic identification
means and trust services;
ii. advising the Commission, as appropriate, in the early preparation of draft
implementing and delegated acts to be adopted;
iii. supporting the supervisory bodies in the implementation of the provisions of
the Regulation;
iv. organising peer reviews of electronic identification schemes to be notified
under the Regulation and engage with the Commission and other relevant
stakeholders as set out in the Commission Recommendation for the
development of a common Union Toolbox for a coordinated approach towards
a European Digital Identity Framework.
In order to enable effective cooperation and exchange of information for setting up the
European Digital Identity Ecosystem, the European Digital Identity Cooperation Group

should be established at the level of Director General or Permanent Secretary or Head of
Agency.
Regular meetings at this level should take stock of progress and delegate work to working
groups.
Additionally, pursuant to the Regulation, Member States shall designate supervisory
bodies of the European Digital Identity Framework responsible to supervise and take action
as regards wallet providers and trust services established in the designating Member State.
To facilitate the above tasks, the supervisory bodies may seek, including through the
Cooperation Group, mutual assistance from the supervisory bodies of another Member
State where the wallet provider or the trust service provider is established, or where its
network and information systems are located or its services are provided (2).
For the swift establishment of the European Digital Identity Cooperation Group, I would
be grateful if you could nominate:
a) A Member of the European Digital Identity Cooperation Group at the level
of Director General or Permanent Secretary or Head of Agency to represent the
Member State.
b) Supervisory Bodies (3): Up to two representatives of the Supervisory Bodies
for the wallet framework and for trust services;
c) Single Point of Contact (4): One representative of the Single Point of contact at
national level;

Representatives of Member States for the working groups should be nominated following
the establishment of these working groups at the first meeting of the European Digital
Identity Cooperation Group which I intend to call for the month of September.
