For more than a year now, the WHO Regional Office for Europe and the European Observatory on
Health Systems and Policies have been working closely with the Estonian Ministry of Health on the
Tallinn Charter 15th Anniversary Health Systems Conference: Trust and transformation – resilient
and sustainable health systems for the future that is being held this week.
I have been so looking forward to being with all of you this week, which I consider to be a milestone
in our joint efforts to expand access to health for all. My office is deeply grateful to you for also
having graciously agreed to open the conference.
It is all the more painful, therefore, for me to have to inform you that I cannot be in Tallinn for health
reasons that were not anticipated and which I am promptly attending to. Please accept my deepest
apologies for this.
However, I’m very pleased to tell you that Dr Marc Danzon, Regional Director emeritus, will be there
in my place. During his tenure as Regional Director, Dr Danzon spearheaded the conference in 2008
that delivered The Tallinn Charter. Dr Danzon has been closely involved in preparations for this 15th
anniversary conference and will convey our strong vision for the future of our health systems.
Please accept, once again, my heartfelt thanks to the Government of Estonia, via the Ministry of
Health, and to you personally for all the support that has been provided in enabling and hosting the
conference, which I am sure will be a resounding success.
Please allow me, Your Excellency, to wish President Alar Karis and you the very best for the season
and the New Year. I hope that you and I will be able to connect via videoconference in early January.
