Dear Madam,
For more than a year now, the WHO Regional Office for Europe and the European Observatory on Health
Systems and Policies have been working closely with your Ministry on the Tallinn Charter 15th
Anniversary Health Systems Conference: Trust and transformation – resilient and sustainable health
systems for the future that is being held this week.
I have been so looking forward to being with you and your Estonian government colleagues this week,
which I consider to be a milestone in our joint efforts to expand access to health for all.
It is all the more painful, therefore, for me to have to inform you that I cannot be in Tallinn for health
reasons that were not anticipated and which I am promptly attending to. Please accept my deepest
apologies for this.
However, I’m very pleased to tell you that Dr Marc Danzon, Regional Director emeritus, will be there in
my place. During his tenure as Regional Director, Dr Danzon spearheaded the conference in 2008 that
delivered The Tallinn Charter. Dr Danzon has been closely involved in preparations for this 15th
anniversary conference and will convey our strong vision for the future of our health systems.
Meanwhile, I would like to extend my heartfelt gratitude to you and your amazing team for all the support
you have provided in hosting the conference, which I am sure will be a resounding success.
Please allow me to wish you the very best for the season – and I look forward to arranging a
videoconference with you shortly after we usher in the New Year.
