Subject: RE: Council of Europe - Supreme Courts Conference in Tunisia
Dear Mr. Emmanuel Baron,
Thank you for your letter and for the invitation to participate in the conference "The reorganization of the Supreme Court: Exchanges of views to renew trust in the justice system".
After receiving your invitation letter we forwarded this letter to our justices so they could apply. Unfortunately we had no feedback and regrettably no-one has registrated to this event. We are thinking this is due to the fact that the month of October is extremely busy and many active judges, who could speak on these topics, have already made prior commitments to participate in other conferences. At the moment it is even difficult for us to find speakers to our own national conferences.
I express my sincere regret and apologise for not being able to give a positive answer to your e-mail. Hopefully we can contribute to some future projects or events!
With kind regards,
Karin Leichter-Tammisto

Subject: Council of Europe - Supreme Courts Conference in Tunisia
Dear Sir,
My name is Emmanuel Baron, and I am contacting you in the framework of the new programme the Council of Europe's European Commission for the Efficiency of Justice (CEPEJ) is implementing in Tunisia to "improve functioning, performance and access to justice (AP-JUST )».
This programme, which started in January 2019 for a period of 3 years aims at strengthening, further developing and sustaining justice reform in the country with a view to improve the quality and effectiveness of day to day justice service.
I contacting you as we are organising a conference with the Supreme Court of Tunisia entitled "The reorganization of the Supreme Court : Exchanges of views to renew trust in the justice system" (attached is a draft programme in French, the English version is being translated).
Several conferences on similar topics have already been organized by the Tunisian Supreme Court in recent years, but the format (presentation session followed by a roundtable for each theme) and perspective (presentation of methods and modalities in different European countries and Tunisia) should allow not only to reflect and discuss but also to determine an approach and a process to be adopted in terms of screening of complaints, dissemination of Court jurisprudence, structural and operation reorganization of the Court (including the question of financial independence)
I was wondering therefore whether you would be interested in one of these topics and available to join us in Tunis to participate in the exchanges or if it is not possible I would be grateful if you could recommend other experts interested to share their experience on these topics.
(The Council of Europe will provide English-Arabic interpretation and will cover travel and subsistence allowances)
I remain at your disposal for any further information and thank you in advance for your feedback
Best regards
Emmanuel Baron
