Dear Ms. Leichter,
Thank you for your quick reply.
I fully understand that Chief Justice Villu Kove could not rearrange his schedule due to our short notice. However, we do hope that your court could send a justice to attend this important forum since there is good relationship between our two courts and you gave generous assistance in our proposed visit this August. As for the budgetary issue, we totally understand and may we offer to pay for all the expenses occurred within China for your justice? We are sorry to say that we could not pay for your representative’s international travel, since it’s against our governmental regulation.
We hope your court could reconsider our invitation and we look forward to meeting your justice in December.
Kind Regards,
Ms. Gao Yuan

Dear Ms. Gao Yuan,
I apologise for not being able to give you an answer to your letter. We are sincerely thankful for the invitation and we have had several discussion on the topic. Unfortunately it is now clear that the Chief Justice of the Supreme Court of Estonia is unable to attend the upcoming World Forum on the Rule of Law in Internet due to the fact that he has made prior commitments that could not be rearranged. We have been trying to find a Justice who is available to represent the Chief Justice but this far we our effors have been unsuccessful. In addition, as you can remember from our previous letters, on the second half of the year we have some budgetary issuses when it comes to events or travels that are a bit more expensive than the average rates.
I apologise again and hopefully we will have the chance cooperate within future projects. The Chief Justice will also prepare a formal replay to your invitation.
With kind regards,
Karin Leichter-Tammisto
